CARPE(CARPE:Cities as Responsible Purchasers in Europe) 프 로젝트이다.

Abstract

The EU has evolved during the process of globalization by aiming for the harmonious development of world trade and fostering fairness and substantiality. Despite of the years of efforts. It was failed to encourages the opening of the markets and the development of trade in the multilateral framework of the WTO. As a result of it, EU commission made official announcement “New Trade Policy”which supports developing countries and regions through bilateral relations as a FTA that builds bilateral trade and complements the WTO system. Since Korea and the European Union started official negotiations for FTA May 2007, Korea-EU FTA have failed to finalize their free trade deal because of duty drawback and rules of origin. Despite the failure to conclude the deal, the signing will not take too long with both parties eager to reach completion. The EU could have a potential of widening economic influence in East-Asian regions including China and Japan. However, Korean market’s spill-over effects might lower then expected because the EU can divide labour vertically within the regions and make the network of major European cities. The other side of making solid FTA externally, the CARPE(Cities as Responsible Purchasers in Europe) project brings together twelve Eurocities members in exploring opportunities for adopting social and environmental criteria in their procurement practices. For the first time on a European level, the CARPE project shares experiences across the different approaches to responsible procurement such as green, ethical, and social procurement. The CARPE project is away from top-down approaches and to cooperate between regions in order to overcome limit of time caused by nation-local cooperation installment. This paper purports to explore Common Commercial Policy and FTA policy-making procedure and whether the CARPE project which progress steadily under multi-level governance as a responsible procurement to be non-tariff barrier
