Abstract
Even before the establishment of Manchukuo, Manchuria was a contested space where the interests of Imperial Japan and Imperial Russia-later the Soviet Union-were sharply opposed. Harbin, constructed by Imperial Russia as a strategic base for its eastern expansion in connection with the construction of railroads, became a strategic base for Japan in its confrontation with the Soviet Union, as the balance of power shifted following the establishment of Manchukuo. In this city, the Harbin Gakuin Academy was established as an educational institution dedicated to training specialists on the Soviet Union who were proficient in Russian. The predecessor of Harbin Gakuin Academy was the Japan- Russia Association School (日露協會學校), established under the initiative of Gotō Shinpei(後藤新平), the first president of the South Manchuria Railway Company (Mantetsu, 滿鐵). From its inception, the school functioned as the leading institution for training specialists in Russian affairs and, after 1917, in Soviet affairs. In April 1933, a year after the establishment of Manchukuo, it was renamed the Harbin Gakuin Academy. By 1940, it had developed into a fouryear institution, the Harbin Gakuin Academy of the Manchurian National University. After the establishment of Manchukuo, students and graduates of the Harbin Gakuin Academy engaged in Soviet-related affairs. Upon graduation, they were mainly assigned to the Ministry of the Army or the Mantetsu, in which knowledge of the Russian language was needed. The Northern Manchurian Section of the Mantetsu’s third Research Department, in particular, employed the largest number of graduates from the academy, who conducted investigations into a wide range of Soviet-related affairs. Harbin had already served as a major center for the Kwantung Army’s special service agencies even before the founding of Manchukuo. Another key posting for Harbin Gakuin Academy graduates was the Harbin Special Agency(哈爾濱 特務隊). The Kwantung Army’s intelligence activities against the Soviet Union in Manchukuo were carried out through close cooperation among its Special Service Agency, Mantetsu’s Research Department (Northern Manchurian Section), and the Harbin Gakuin Academy. In particular, the Harbin Gakuin Academy functioned as a principal source of personnel, supplying Russian-fluent specialists for anti- Soviet operations.
