20세기 초 극동 아시아에서 국제도시로 등장한 중국 동북 지방의 하얼빈은 이전의 역사적 배경을 기반으로 한 도시가 아니라 러시아 제국주의 팽창과 관련한 東淸鐵道의 건설과 밀접한 관계가 있다. 19세기말에서 20세기 초 동아시아의 급격한 정치 환경 변화 가운데 등장한 하얼빈은 청일전쟁 후 러시아의 만주 지방 진출과 더불어시작되었다. 본 연구에서는 러시아의 하얼빈 진출 시기부터 일본에 의한 만주국 성립이전까지 하얼빈의 초기 형성과정에 영향을 미친 東淸鐵道를 둘러싼 주요 정치적 변화를 먼저 살펴본다. 러시아에 의한 東淸鐵道 건설에 따른도시의 형성은 국제적 인구이동과 중국 국내의 이주를 유발하여 급격한 도시의 성장을 가져왔다. 또한 하얼빈에서러시아인의 인구변화는 그 이후 러시아 혁명과 내전과 관련되었다. 하얼빈의 성장은 그 도시의 입지적 특성의 변화에 따른 당시 만주 지방에서 경제 활동의 중심지로서의 역할에 힘입었다. 지금까지도 하얼빈 도시 형태의 주요기반이 되고 있는 계획 지구와 비계획 지구도시가 결합된 도시 내부 구조는 도시 초기부터 기능적 차이와 사회적분리의 의미가 포함되었다.
Abstract
In the early twentieth century Harbin emerged as an international city in the Far East Asia and itwas not a previous city with historical background. Rather it was closely related to Chinese EasternRailway(CER) that was constructed with Russia imperial expansion. Harbin which was created amid rapidpolitical environment at that time was begun along with Russia’s advancement for rail construction inManchuria in the period from the late 19th to the early 20th century, right after Sino-Japanese War. Thisstudy first looks into major political changes surrounding CER that influenced the formation of Harbin. Thenit was noted that the city from CER construction of Russia had an experience from a rapid population changedue to international migration and Chinese domestic migration. The Russian population change in Harbinalso reflected a repercussion of Russian revolution and then civil war. The growth of Harbin is largelyattributed to a locational advantage of the city which played an important role of economic activities inManchuria. The early development of the city that combined a planned district with an unplanned area hasan implication of functional difference and social separation.
