2010년 일어난 천안함 폭침과 연평도 포격은 21세기 들어서도 실존하는 대남 군사위협의 실체를 확인하는 계기가 되었다. 이를 계기로 그 동안 남북화해 노력과 북한 핵개발 사이에서 진행되는 좌우논쟁으로 혼란스럽던 우리사회의 안보의식이 보다 현실적이고 일치된 모습으로 정리되는 긍정적인 모습을 보이기도 하였다. 문제는 상존하는 북한의 추가 도발 가능성에 대응하여 어떠한 효과적 전략을 수립하고 준비할 것인가의 실제적 과제가 우리에게 주어졌다는 점이다. 이와 관련하여 정부에서는 우리국군의 준비태세에 대한 재점검을 실시하고 그 보완책의 일환으로 향후 북한의 도발에대한 “적극(능동) 억제” 전략을 제시하였다. 본 글에서는 적극 억제 전략의 개념과 내용이 무엇인지를 고찰하고, 그와 관련된 논란과 문제점을 무력사용의 4가지 기본 목표 중 방어와 억제의 비교분석을 통해 살펴보고자 한다. 또한 이에 대한 보완 및 비판적 대안의 하나로 국제정치의 강압외교이론에서 제시된 비례성, 상호성, 강압의 신뢰성 이라는 세 가지 원칙이 북한 도발에 대한 한국 정부의 효과적 대응전략에 주는시사점을 제시코자 한다.
Abstract
The sinking of Cheonan naval ship and the artillery attack on Yonpyong Island in 2010 were shocking reminder of North Korean military threat. Soon, the South Korean authority came up with new defense doctrine called “proactive deterrence.”The new strategy promised more aggressive and active military responses, including preemptive attack, stronger military retaliation and punishment, to future North Korean military provocation. Yet, the new strategy reveals some conceptual problems as well as practical danger of dealing with North Korea’s military provocation. For example,a call for preemptive attack under ‘proactive deterrence’ exhibit a confusion between deterrence and defense in functions of military force. The very aggressive nature of military response raise concern about military escalation into a full scale war with North Korea. The paper argues that the Korean government needs to take more broad political perspective. Indeed, North Korean military attack should be understood in terms of coercive diplomacy based on specific political objectives. In particular, the three principles, proportionality, reciprocity, and coercive credibility, by Bruce Jentleson,provide a useful guideline in dealing with future North Korean military provocation
