능동적 억제전략의 대북 실효성 강화를 위한 연구

한국의 기존 대북 군사전략은 한미동맹을 근간으로 전면전을 방지하기 위해북한에 대한 군사력의 우위를 달성하고자 노력하였다.하지만 북한의 국지적 도발은 끊임없이 발생함으로써 국지도발 억제에서 기존 전략의 한계가 드러났다. 2010년 적극적 억제전략개념을 도입한 것은 안보환경의 변화를 반영하고 한국의방위태세를 강화하기 위한 조치였다.적극적 억제전략은 북한이 국지도발을 일으킬 경우 교전규칙과 자위권을 분리하여 자위권 차원에서 강력히 대응하겠다는의지를 표명한 것이다.이후 박근혜 정부에서는 우리 군의 군사전략 기본개념을능동적 억제로 변경하였다.능동적 억제는 적극적 억제보다 공세적 성격이 강화된개념으로 전면전 방지를 위해 선제적인 대응조치까지 포함하는 개념이다. 그러나 지난 8월 4일 비무장지대내 북한의 목함지뢰 도발사건을 시작으로 접경지역으로의 포격도발,그리고 준전시상태 선포까지 이어진 일련의 대치상황들은 북한의 도발과 위협 앞에 한국의 능동적 억제전략이 계속해서 보완,발전되어야 한다는 필요성이 제기되었다.북한의 대남 국지도발 위협은 전면전과 더불어 우리의 국가안보에 있어서 매우 중요한 문제이다.따라서 북한의 그 어떤 위협에도 대처할 수 있는 우리의 군사전략을 지속해서 보완하고 발전시키는 것은시급한 과제인 것이다.이러한 문제인식을 바탕으로 본 연구에서는 전략을 구성하는 주요요소인 목표,수단,방법을 중심으로 능동적 억제전략이 앞으로 어떠한방향으로 발전되어야 하는가에 대한 논의를 진행하고자 한다. 주제어:군사전략,능동적 억제,적극적 억제,군사도발,국가안보
Abstract
The Republic of Korea's past military strategy established against North Korea had strived to prevent any all-out warfare by having upper hand in military strength based on ROK-U.S. Alliance. However,strategical limits have surfaced due to continuous local provocation from NK. In 2010, by adopting proactive deterrence strategy, ROK meant to consider the change in national security environment and enforce defence readiness. The strategy showed solid will to act strong against provocations in right of self-defense by separating the engagement policy and the right to protect oneself. In president Park Geun-hye's regime, the government has established active deterrence strategy which reinforced offensive strategy toward North Korea. It has the policy of immediate strike back to prevent all-out war. However,starting with the mine incident happened on August 4th in DMZ, NK's artillery attack toward area near the border line and their declaration of military readiness raised the necessity to complementand develop current strategy to further advanced level. NK's local provocation toward South along with the possibility of having an all-out war have been critical issues to ROK's national security. Therefore, developing advanced strategy to act against any kind of threat from NK is now the top priority. With the recognition of the problem we now face, this study aims to achieve which direction active deterrence strategy could take based on the main elements of ends, means and ways.
