1950년대 1인당 국민소득이 100불에도 미치지 못하는 세계 최빈국이었던 대한민국이 불과 반세기만에 중견국가로 성장한 일은 전대미문한 사건이다. 국제사회의 경제원조와 안보지원이 있었기에 가능했다. 특히우리는 국제원조와 유엔평화유지활동에 대한 역사적 책임감을 갖고 기여외교를 통해 분쟁의 종식과 세계평화구축에 기여하고자 많은 노력을기울여왔다. 1993년 첫 평화유지군 파병을 시작으로 어느덧 20년의 세월이 흘렀다. 그러나 정부의 관심과 의지에도 불구하고 대한민국 평화유지활동참여는 세계 35위권에 머물 정도로 저조한 실정이다. 본 연구는 대한민국 평화유지활동의 발전방안을 모색하기 위해 오늘날외교정책의 신주류라고 불리는 공공외교 측면에서 평화유지활동의 중요성을 살펴보았다. 소프트파워와 하드파워의 논쟁을 통해 스마트파워를갖춘 평화유지활동의 신패러다임에 대해 고찰하였다. 평화유지활동은스마트파워 육성을 통해 국위선양과 국익증진에 기여하는 국가 핵심 전략임을 명심하고, 평화유지활동 발전을 위해 더 많은 지원과 노력이 기울어져야 할 것이다.
Abstract
South Korea has gone through a unique experience with foreign assistance. After World War II and the devastation of the Korean War, the country was amajor beneficiary of international aid with GNP per capita of under US$ 100. However, South Korea is well recognized for having transformed itself fromimpoverished, war-torn into a modern, developed and democratic nation in lessthan half century. The government, in return, endeavors to participate moreactively in global affairs as a middle power and has made valuablecontributions in two key areas: overseas development assistance (ODA) andpeacekeeping operations (PKO). Yet, despite the government’s efforts androbust willingness, its contributions to PKO remains less significant. This paper purports to explore the new paradigm for peacekeeping in linewith public diplomacy. The study argues that the core components of publicdiplomacy and peacekeeping are closely entangled in the context of power:public diplomacy is an important tool in the arsenal of soft power, whereaspeacekeeping has traditionally worked through hard power. It suggests that asmart power strategy in peacekeeping which combines hard and soft powerresources is the most effective way to empower national defense and foreigninfluence as well as to contribute to the international peace and security.
