제47대 미국 트럼프 대통령은 미중 간 패권 경쟁과 유럽에서의 러시아의 안보 도전에 직면하며 냉전 이후 가장 위험한 패권 경쟁과 안보적 도전에 직면할 것이다. 이러한 상황에서 북한이 추구하는 ‘핵보유국’ 지위 추구와 러시아와의 군사적 협력을 통한 기존 한미일 동아시아 안보 질서의 도전에 어떠한 처방전을 내놓는가에 따라 한반도 정세는 커다란 변화를 초래할 수 있다. 따라서, 우리 정부는 미국 트럼프 2기 행정부의 대한반도 정책 기조를 파악하여 한미 간 협력관계 구축을 통한 북핵 문제 등 북한의 안보 위협을 해결하고 단절된 남북관계를 개선할 수 있는 방안을 마련하여야 한다. 2024년 11월 5일에 치러진 미국 대통령 선거는 역내 인도-태평양 지역 및 향후 대한반도 정책의 향방에 중요한 변수로 작용할 것이다. 본 논문은 지난 미국 대통령 선거 과정과 결과에 따른 향후 미국의 대한반도 정책을 전망하고자 한다. 따라서, 미국 트럼프 2기 행정부의 대외정책 기조 및 대한반도 정책을 전망하고 대북정책의 변화 가능성을 타진 한다. 또한 미국 트럼프 2기 행정부의 대한반도 정책 변화에 따른 우리 정부의 대응 방안을 제시하고자 한다.
Abstract
The 47th U.S. President, Donald Trump, will face the most perilous hegemonic rivalry and security challenges since the Cold War, as he navigates the ongoing U.S.-China competition for dominance and Russia’s security challenges in Europe. In this context, North Korea’s pursuit of ‘nuclear-armed state’ status and its military cooperation with Russia—aimed at challenging the existing U.S.-South Korea-Japan security order in East Asia—could significantly alter the situation on the Korean Peninsula, depending on how the Trump administration responds. Therefore, the South Korean government must assess the policy direction of the Trump administration’s second term regarding the Korean Peninsula and formulate strategies to address North Korea’s security threats, including its nuclear ambitions, through strengthened U.S.-South Korea cooperation. Additionally, efforts should be made to improve the currently stalled inter-Korean relations. The U.S. presidential election held on November 5, 2024, will serve as a key variable in shaping the future direction of the Indo-Pacific region and U.S. policy toward the Korean Peninsula. This paper aims to forecast the future course of U.S. policy on the Korean Peninsula based on the outcome and dynamics of the 2024 election. Accordingly, it will analyze the foreign policy orientation of the Trump administration’s second term, assess potential shifts in its North Korea policy, and explore possible changes in U.S. policy toward the Korean Peninsula. Furthermore, it will propose response strategies for the South Korean government in light of these potential policy changes.
