Abstract
In the aftermath of North Korea’s 4 th nuclear test that proved the North’s nuclear weapons were readily deployable and within the range of reaching the American soils, the US policy toward North Korea clearly steered off the course of ‘strategic patience’, non-policy of ignoring North’s nuclear threats. The official policy of the US after the 4th test is to denuclearize the North by imposing the toughest sanctions ever that would bring about fundamental changes to North Korea including regime change. At the same time, there is evidence that the Obama administration is prepared to drop progress in denuclearization as precondition to discuss peace treaty with the North and to repackage the peace treaty deal with denuclearization as part of such discussion. Great powers in rivalry tend to preserve status quo in regions where there exist ‘balance of strategic interests’. One of the priorities of the US policy toward Korean peninsula is to prevent military confrontations that could entrap the US into unwanted conflicts. The US may well use the repackaged peace treaty deal to stabilize the situation in Korea if the current crisis spirals out of control.
