최근 한국의 FTA 협상에 대한 평가와 향후의 정책방향：협상론적 관점을 중심으로

본고는 현재 한국이 직면하고 있는 한미 FTA, 한일 FTA, 한EU FTA협상을 협상론적인 관점에서 평가하고 향후 한국 FTA 협상 방향을 제시하는 것을 목표로 한다. 이를 위해 FTA 협상구조를 파악하고, 내부협상과 외부 협상의 개념, 그리고‘입장’과‘과정’의 개념에 근거한 분석틀을 마련하였다. 분석결과 한국은 FTA 협상과정에서 내부협상의 개념을 정확히 이해하지 못하고, 또 내부협상을 효율적으로 진행하지 못했던 것으로 평가되었다. 이를 근거로 효율적인 내부협상을 진행하기 위한 방향을 다음과 같이 제시 하였다. 첫째, 협상과 관련된 이해관계자가 협상 과정에 실질적으로 참여할 수 있는 협상 메커니즘을 구축할 필요가 있다. 둘째, FTA에 대한 비판적인 여론을 협상력 제고로 활용할 줄 알아야 한다. 셋째, 협상과정이 적절한 형태로 공개될 필요가 있다. 넷째, 언론과 적절한 협력관계가 유지되어야 한다. 다섯째, 필요할 경우 국민을 설득할 필요가 있다. 내부협상은 기본적으 로 협상에 대해 다양한 국민의견이 존재한다는 것을 전제로 하기 때문이다. 여섯째, 상대국 내부협상에 영향을 미칠 방안을 고려해야 한다.
Abstract
The purpose of this paper is to provide a new concept by which FTA can be analyzed, and to suggest some policy directions for the future FTA negotiations. For this purpose, two concepts, internal negotiations and external negotiations, are introduced and, furthermore, two sub-concepts to explain internal negotiations(position and process) are also introduced. Based on these concepts, this paper analyzed the three FTA negotiations, Korea-US, Korea-Japan, and Korea-EU. This paper found that Korea would not pay attention to the concept of internal negotiations. And based on this analysis, this paper suggested the following policy directions：1) A new negotiation mechanism where all interested parties are involved must be set up.; 2) The negative opinion regarding certain FTA should be utilized in the direction of raising Korea’s negotiating power; 3) The negotiation process should be open to the public in appropriate manner; 4)All kinds of media should be in intimate relationship with negotiation team; 5) Occasionally, conversation with people would be imperative for successful negotiation as well as its ratification; 6) Various methods to impact the process of internal negotiations of partner country should be devised. Finally, this paper has suggested to set up new‘ negotiations task force’for accomplishing these policy directions
