내부협상의 개념으로 본 한미 FTA 협상전략

본 연구는 자유무역협정(FTA)을 바라보는 새로운 시각을 제시하고 이 시각에 근거하여 한미 FTA에 대한 협상론적 정책제언을 하기 위해 마련된 것이다. 우선 FTA 협상의 구조를 분석하고, 이러한 구조분석을 바탕으로 내부협상과 외부협상의 개념을 제시하였다. 또 내부협상의 자세한 분석을 위하여 ‘입장(position)'과 과정(process)'란 두 세부개념을 도입하여 내부협상과 관련, 한 국가의 협상력이 결정되는 과정을 분석하였다. 이러한 시각에 근거할 경우 한미 FTA의 예비협상에서 한국은 1) 내부협상에 대한 인식이 미흡하며, 2) 스크린쿼터의 일방적 축소를 결정한 것은 ’과정(process)'의 관점에서 문제가 있으며, 3) 쌀 시장개방에 대해서도 ‘입장(position)'을 결정하는데 다소의 문제가 있음을 지적하였다. 그 뒤 한미 FTA 협상이 원활히 진행되기 위한 내부협상의 방향을 제시하고 이런 내부협상을 구체화시킬 수 있는 ’협상전략팀‘의 신설을 제안하였다.
Abstract
The purpose of this paper is to provide a new concept by which FTA can be analyzed, and to suggest some policy directions for the successful conclusion of Korea-US FTA. For this purpose, two concepts, internal negotiations and external negotiations, are introduced and, furthermore, two sub-concepts to explain internal negotiations (position and process) are also introduced. Based on these concepts, this paper analyzed the following points: 1) Korean negotiators do not pay attention to internal negotiations; 2) The unilateral cut down of screen quota has some problem from the perspective of 'process; 3) The position of rice market opening has also some problem from the perspective of 'position.' Finally, this paper has provided some policy directions on how to make successful internal negotiations, and has suggested to set up new 'negotiations task force'.
