Abstract

This paper aims to examine the features and problems of climate change regime created to reduce green house gas emission. The success and failure of international environmental cooperation depends on the gap between costs and benefits of participants. In the case of the global warming, the interests of developed countries and developing countries are conflicting. The former emits most green house gas, while the latter is damaged by temperature increase. The reason why the two biggest polluting countries such as the US and China pose passive attitude toward the emission reduction is that the costs of emission reduction by far exceed its benefits. In addition, developing countries in principle support the gas reduction but they demand financial and technical assistance for the implementation from developed countries due to lack of capabilities. The European Union assumed a leading role in the climate change regime and took the lead in presenting high goal of reduction. Korea and the EU are recently approaching to each other more closely. The FTA was agreed and at the same time the Korea-EU Cooperation Agreement was revised. Europe discovered the important role of Korea in Northeast Asia. Europeans believe that the shift of Korean economy to the green growth model following Japan will pose great impact on China. Korea has so far participated in the climate change regime with a status as developing country. Korea and Mexico were the only two OECD member countries that enjoyed the privilege exempt from reduction obligation. Europe wants Korea to change from non obligatory country to environmental model country. Korea announced to reduce the green house gas emission by 30% of the amount of 2000. The participation in the gas reduction can be costly in the short term but it will enhance the international standing of Korea and help us to rebuild our economic system more energy efficient.
