북한은 1960년대부터 미사일 개발을 시도하여 800발 정도의 미사일을 보유하고 있고, 핵무기 개발의 의도를 노골화하고 있다. 이제 북한의 미사일 위협은 대형 폭약의 장거리 투발(投發)이 아니라 핵공격의 가능성으로 확대되고 있지만, 한국은 북한의 미사일을 요격할 수 있는 능력을 구비하지 못한 상태이다. 북한의 미사일 위협은 실재하고, 핵무기의 소형화도 우려되는 상황에서 더 이상 미사일 적극방어체제 구축을 지체해서는 곤란하다. 한국은 하층방어와 상층방어를 중심으로 한 전반적인 미사일 방어체제의 구축방향을 토의 및 연구하는 한편으로, 수도와 핵심 전략시설을 방호할 수 있는 정도의 PAC-3 미사일을 최단 기간 내에 획득할 필요가 있다. 또한 북한 탄도미사일에 대한 실제적인 감시 및 추적이 가능한 X-밴드 레이더를 조기에 확보할 수 있는 방안을 강구하고, 해상배치 요격미사일인 SM-3 미사일도 획득할 필요가 있다. 지금까지 지체된 노력을 조기에 보충하는 가운데 장기적인 일관성과 체계성을 보장할 수 있도록 한국은 국가 수준의 미사일 방어 담당조직을 설치할 필요가 있고, 최소한 국방부 예하에 독립된 “미사일 사령부”를 설치하여야 할 것이다. 현재 지역방공 임무는 공군이 맡고 있으나 미사일에 대해서는 책임소재가 불분명하고, 전략적 시설이나 도시의 방호책임은 육군이라는 점에서 미사일 적극방어와 관련한 군간의 책임소재도 명확하게 밝힐 필요가 있고, 이를 통하여 미사일 적극방어를 위한 체계적 소요도출을 보장할 필요가 있다.
Abstract
North Korea has developed its missiles since 1960s, succeeded to have more than 800 missiles and even started to develop nuclear weapons. If it succeeds to reduce the size of nuclear weapons to mount to its missiles, South Korea may face the threat or use of nuclear weapons by North Korea. However, South Korea did not have any capability to intercept North Korean missiles at this point. Now that North Korean missile threat becomes real and serious, South Korea cannot delay the construction of comprehensive active defense system against missiles any more. It needs to acquire PAC-3 missiles, which have hit-to-kill capabilities, as soon as possible as a minimum precaution, while discussing the best options for the future. It should also strengthen the cooperation with United States to share X-band radars for the detection and tracking of supersonic ballistic missiles of North Korea. South Korea should also review the options of SM-3 missiles, which have hit-to-kill capabilities, for its navy. South Korea should establish a governmental organization for the systematic and consistent implementation of missile defense measures including the Missile Command under Ministry of Nation Defense. It also needs to clarify the division of role regarding active missile defense between Air Force and Army in order to ensure the responsible generation and handling of requirements for the effective missile defense.
