북한이 탄도미사일에 탑재할 정도로 핵무기를 “소형화·경량화”하는 데 성공하였다고 한다면 그에 대한 요격 능력을 구비하지 못한 한국은 북한의 공격에 무방비로 노출되어 있는 셈이다. 성공의 가능성만 확실하다면 북한의 핵공격으로부터 국민들의 안전을 보장할 수 있는 효과적 방법 중의 하나는 북한의 핵무기를 미리 공격하여 파괴해버리는 ‘예방타격’이다. 다만, 예방타격은 성공가능성을 보장할 수 없고, 심각한 국제 및 국내에서의 정치적 저항에 직면할 것이 분명한 위험한 방안이다. 그럼에도 불구하고 다른 방어책이 없는 한국으로서는 예방타격을 선택의 옵션에서 제외시켜서는 곤란하다. 정부는 6자회담을 비롯한 외교적 대응책과 함께 군사적 억제 및 대응책을 더욱 비중있게 검토하고, 예방타격에 대해서도 적극적으로 논의해 나가야할 것이다. 그러한 노력을 통하여 예방타격에 대한 국민들의 공감대를 넓히고, 필요시 예방타격을 시행할 수 있는 계획과 능력을 발전시켜 나가야할 것이다. 북한 핵무기에 대한 정보 수집 및 분석 노력을 강화하고, 동맹국인 미국과도 협의 및 협력을 강화함으로써 예방타격의 성공 가능성을 높이면서 위험을 최소화할 수 있어야 할 것이다.
Abstract
If North Korea has succeeded in making its weapons small and light enough to be mounted on ballistic missiles, South Korea could be defenseless because it does not have the capability to intercept incoming nuclear missiles. One of the most effective ways, if successful, for South Korea to ensure the safety of its people from a nuclear attack is to destroy North Korean nuclear weapons by pre-emptive strikes. However, a pre-emptive strike can lead to all-out war and would face strong foreign and domestic resistance. It is a risky option, and therefore it should be used only in extreme situations. It does not mean that South Korea should not discuss the option, however. The South Korean government should review the pre-emptive option in parallel with diplomatic and military options. It should try to ensure the public’s understanding of a pre-emptive strike and develop a plan and enhance capability to make such a strike. It should also reinforce its collection and analyses of information related to North Korean nuclear weapons. South Korea should closely consult and cooperate with the U.S. to increase the probability of success and minimize risks related to a pre-emptive strike.
