본고는 국제관계에서 신뢰 개념의 확장을 논의한다. 기존 국제관계에서 설정되었던 ‘신뢰’로는 더욱 복잡해지고 불확실성이 증대된 현대의 국제관계를 설명하기에 부족하다는 문제의식에서 출발한다. 이를 위하여 본고는 신뢰의 세 가지 이미지를 제시한다. ‘유대감’, ‘외교적 협상이 가능한 상대로서의 인정’, 그리고 ‘예측 가능한 범위 내에서 행동할 것이라는 기대’로 유형화되는 신뢰 이미지는 고유한 구분 기제를 통해 국제관계, 국가 간에 형성되고 있으며 시기와 사건 그리고 필요성 등에 의해 중층적으로 형성되어 가는 특징을 갖는다. 현재 구현되는 다양한 국제관계는 상호에 대한 예측 가능성을 높여가는 과정이며 이를 통해 상대에 대한 불확실성과 복잡성을 축소해가고 있다 할 수 있다. 요컨대, 기존 국제관계에서 불신으로 치부되던 상대국의 일탈 행위마저도 현대 국제관계에서는 충분히 예상되는 행위의 하나로 설정시키며 신뢰의 영역에 포함시킬 수 있는 것이다. 이러한 신뢰 개념의 확장은 상대국의 국가정체성이나 역사적 인식과는 상관없이 연속성과 일관성이 보장되는 협력을 가능하게 한다. 기존 신뢰 개념을 적용한 외교정책의 실패 사례로 검토한 북핵 문제 그리고 본고에서 주장하는 신뢰 이미지 사례로 검토한 각각의 사례는 본고의 논의를 보다 풍성하고 타당하게 한다.
Abstract
This study discusses about the extension of the trust concept. This paper starts from the trust which concept is established in the existing international relations is not enough to explain the current international relations. Because current international relations is not same as before and it's getting more complex and uncertainty is increasing. In this regard, this paper suggests the three images of the trust. 'Fellowship', 'Recognition of possible negotiation opponent as diplomatic negotiations' and 'Expectation of acting within a predictable range'. These three trust images are being formed between nations and international relations through distinct classification mechanism. It also has feature that is being formed in a multi-layer way by timing, event and necessity. A lot of international relation which is currently instructing is the process of increasing the mutual predictability and through this process it reduces the uncertainty and complexity of the other. In short, even the other countries deviation behavior that were regarded as distrust in conventional international relations could be included in the trust area by setting as the behavior that can be fully expected. This expansion of the trust concept enables cooperation that ensures the continuity and consistency. And this does not matter other countries national identity and historical awareness. This study reviewed cases of three trust image that this paper suggests. Also, we reviewed the North Korean nuclear issue which applied existing trust concept as a failure case of an exterior policy. Studying Each case will make discussion of this paper more abundant and reasonable.
