박근혜 정부의 대북정책인 ‘한반도 신뢰프로세스’는 수 십년간 반복된 한국과 북한 사이의 그리고 북한과 국제사회 사이의 약속-파기의 악순환의 고리를 끊어야 한다는 문제의식에서 출발하고 있다. 수많은 약속과 국제적 합의에도 불구하고 한반도에 평화가 정착되지 못한 데에는 결국 남북한 사이에 최소의 신뢰마저 형성되지 못했기 때문인 것으로 판단된다. ‘전략적 신뢰’를 활용한 정책을 개발하고 또한 동시에 궁극적인 목표로서 신뢰형성을 설정함으로써, 탈냉전기 이후 20년간 진행된 북핵문제의 해결을 포함한 남북관계의 발전을 도모하겠다는 정책적 지향점을 가지고 있다. 기존에 남북한 관계에서 도출되었던 성과와는 달리 ‘신뢰’는 다양한 행위자의 참여 및 다양한 영역에 걸친 복합적인 전개를 요구하므로, 신뢰가 형성되는 과정은 단계적으로 성과를 쌓아올리는 프로세스적인 측면을 가진다. 한반도 신뢰프로세스는 기본적으로 ‘신뢰구축이론’에 기반하고 있으면서도 상대적으로 군사분야에서의 정책수단 개발이라는 한계성을 가지고 있는 신뢰구축이론을 보다 창의적으로 발전시키고 있다. 신뢰프로세스의 성공적인 추진을 위해서는 ‘균형정책(alignment policy)’를 포함하여 ‘지속가능한 평화의 원칙’ 그리고 ‘위기관리의 원칙’ 등이 함께 요구되고 있다. 신뢰프로세스는 한반도평화를 위한 남북 관계적 노력은 물론 국제공조적 노력 역시 중시하는 관계로 한반도-동북아 및 한반도-글로벌 차원에서 상호 추동하는 선순환적 평화정착 노력을 강조하고 있다.
Abstract
The Park Geun-hye administration’s ‘trust-building process on the Korean Peninsula stands on the ground that the vicious circle of ’agreement and cancellation’ which has placed between South and North Korean governments for the last several decades should be stopped. It is the absence of trust between the two Koreas which has justified the fundamental difficulties to achieve a peace condition on the Korean peninsula. By developing and implementing the concept of ‘strategic and enforcing trust’ to apply South Korea’s policy toward North Korea, the North Korea’s nuclear problems and the development of the inter-Korean relations will be achieved. Being different from the pervious governments’ North Korea policy of an output-oriented intention, trust-building process includes the role of many different participants such as South Korean government, private players, and international community and the effectiveness step-by-step achievement which emphasizes a process-oriented intention. Even though the trust-building process relies on the well-known international relations proposition of ‘confidence-building theory’, it is more creative and comprehensive to embrace unique security conditions of Korea. For a successful and efficient implementation of the trust-building process between Seoul and Pyongyang, ‘alignment policy’ has been placed as a key principle which means keeping a strategic balance between ‘South-North Korean centric’ approaches and ‘international cooperation centric’ approaches and ‘security centric’ approaches and ‘reconciliation centric’ approaches.
