트럼프 행정부의 등장으로 인해 한국 문재인 신정부의 대미정책이 시험대에 놓여있다. 성공적인 한미정상회담 이후에도 여전히 한미 양국 간에는 풀어가야 할 불확실한 과제들이 산적해있다. 우선 미중갈등이라는 국제체제의등장과 함께 미중 사이에서 지속적으로 한미동맹을 강화해야 하는 과제를안고 있다. 또한 북한의 핵미사일 개발로 인해 같은 방향을 가고 있는 한미양국의 대북정책 속에서 여전히 지속적 제재와 대화로의 전환 사이에서 조율해야 할 과제가 있다. 구체적으로는 방위비분담, 한미FTA, 전시작전통제권 전환, 한미연합억지능력 구축 등의 과제가 놓여있다. 추후 한미 양국은 대북정책 관련 구체적 로드맵을 작성해야 한다. 현 상태가 지속되고 북한의 장거리핵미사일 개발이 완료될 경우 한미 양국은 어떤 대북정책을 취해야 할지, 또한 대화국면으로 접어들 경우 어떤 대화조건을 가지고 대화에 임해야 할지 등에 대해 논의해야 한다. 현재 결정단계에접어든 사드배치와 관련해서도 한미 양국은 추후 중국의 경제보복에 대해어떤 대응을 해야 하는지도 논의해야 한다. 전작권 전환 이후 한미 간 군사지휘체계를 어떻게 구성해야 할지도 중요한 과제로 남아있다.
Abstract
Trump government and Moon Jae-in government have much work to do in the future. Despite successful US-ROK summit meeting, the two governments still possess uncertainty. Admist the US-China conflict, how to bolster the alliance remains an important task. How the two countries should coordinate their respective policy towards North Korea remains an important homework in the middle of North Korea’s continuous provocations. Specifically, there exist military burden-sharing issue, KORUS FTA, wartime OPCON transfer, bolstering US extended deterrence, etc. The two countries needs to make a more detailed roadmap in dealing with North Korea. As current situations continue, what should be the US-ROK policies towards the North? If there emerges a dialogue phase, what should be a precondition for a dialogue with the North? Concerning THAAD deployment, how should the two countries face Chinese confrontation in the future? What should be the post-OPCON transfer military command structure?
