미국 ‘인도-태평양 전략’과 한국에 대한 함의 분석: ‘투키디데스 함정’의 위험

초록

논문은 2019년 들어서 미국이 본격적으로 추진한 인도-태평양 전략이 한국의 안보에 관하여 어떤 함의를 지니는 지를 분석하기 위한 목적으로 작성되었다. 이를 위하여 본 논문은 미국과 중국의 군사적 충돌 가능성에 관한 ‘투키디데스의 함정’과 동맹에 관한 이론을 정리하여 분석의 틀로 정립한 다음에, 미국의 인도-태평양 전략이 발전되어온 경과와 핵심내용을 설명하고, 한미동맹, 한중관계, 남북관계 측면에서 그것이 갖는 함의를 분석하였다. 분석 결과, 미국의 대중국 정책은 ‘투키디데스의 함정’이 제시한 방향을 따라가고 있고, 그 일환인 인도-태평양 전략도 중국 견제가 초점이라고 평가했다. 이렇게 되면 미국과 중국 사이에서 ‘균형외교’를 추진해온 한국으로서는 선택이 쉽지 않다. 현재 한국은 북핵 위협으로 인하여 미국의 안보지원이 절대적으로 필요한 상황이기 때문이다. 결국 한국은 기본적으로는 미국의 인도-태평양 전략을 지지 및 지원한다는 정책방향을 정립해야 하고, 그 상태에서 참여를 위한 적절한 시기와 방법을 고민할 필요가 있다. 북핵의 위협 정도와 미국의 인도-태평양 전략 추진 강도를 잘 반영하여 참여하되 그로 인한 부작용을 최소화할 수 있도록 대중국 및 대북한 정책을 조정해 나가야할 것이다.

Abstract

This paper is written to analyze the background and key points of the U.S. Indo-Pacific Strategy and implications for South Korea. For this purpose, it introduces theories of "Tucydides' Trap" and alliance as an analytic framework for this paper. Then, it explains key policy directions of the U.S. Indo-Pacific Strategy. Finally, it draws implications of the strategy to South Korea-U.S. alliance, South Korea-China relations and South Korea-North Korea relations. As a result, this paper concluded that the U.S. had been moving toward the Thucydides' Trap and the main focus of the Indo-Pacific Strategy would be containment of China. This conclusion challenges South Korea, which had pursued a balanced diplomacy between the U.S. and China. However, South Korea should support the U.S.'s position when the two great countries go to their collision course, because it needs the U.S.'s extended deterrence if it wants to defend itself from North Korean nuclear threat. In this sense, South Korea needs to participate in the U.S. Indo-Pacific Strategy at some point in the future. South Korea should be wise enough to choose right time and situation for its participation in the U.S.' Indo-Pacific Strategy, while reducing side-effects of its participation especially regarding its policy toward China and North Korea.
