최근 의도적인 해저케이블 손상으로 의심되는 사례가 증가하고 있다. 해저케이블 공격은 중⋅장기적 이익과 전략적 이익을 목표로 행해지는 회색지대 공세로 규정할 수 있다. 이러한 공세를 하나의 사건이나 행위적 차원에서만 바라보는 것은 근시안적 사고다. 회색지대 공세가 해저케이블로까지 확장된 것은 국제안보질서 변화라는 구조적 변수와 무관치 않기 때문이다. 특히 반세계화 흐름 속에서 해양이 탈공공재화되고, 신냉전이라는 과도기 국제질서에서 공격적 현실주의 기제가 작동되면서 그 파급효과로 해저케이블 공격이 나타나고 있다. 한편 상대적으로 힘의 열세에 있는 공격자는 강자와 직접적인 충돌을 피하면서도 대리전 혹은 우회전을 통해 이익을 축적하는 목적으로 회색지대 공세를 선택하되 공격적 현실주의 기제를적용하여 물리적 공격을 시행한 것이 해저케이블 공격으로 나타났다고 할수 있다. 본 논고는 회색지대전략의 개념적 확장이라는 학문적 통찰과 해저케이블 안보 인프라 구축이라는 정책적 함의를 제공한다.
Abstract
Recently, undersea cable damages, which appear to be intentional, are growing. The recent undersea cable incidents can be defined as gray zone offensives aimed at long-term gains and strategic gains. Defining these offensives as one incident or a simple behavior is short-sighted. The expansion of gray zone offensives into undersea cable attacks has something to do with a structural variable of a changing international security order. In particular, as maritime domains stay away form public goods and the mechanism of offensive realism is at the forefront under the New Cold War dynamics, attacks on undersea cables are made as its riffle effects. Meanwhile, as an offender attempts to avoid a direction confrontation with a great power but apply the logic of offensive realism, attacks on undersea cables are on the rise. This paper sheds some light on academic expansion of gray zone studies and policy developments such as undersea cable security.
