Abstract
Taiwan is a crucial focal point in the ongoing strategic competition between the U.S. and China. Often referred to as an “unsinkable aircraft carrier,” Taiwan significantly contributes to high-tech industries, particularly in the semiconductor sector. This strategic position enhances its value to both nations. Since the severance of formal relations with Taiwan in 1979, the U.S. has pursued a policy of strategic ambiguity regarding the conflict across the Taiwan Strait. This approach deliberately leaves uncertain the conditions under which the U.S. would intervene militarily to defend Taiwan, with the objective of deterring two extremes: China’s attempts at armed reunification and Taiwan’s potential declaration of independence. However, under the leadership of Xi Jinping, China has adopted a more inflexible position concerning its core interests, viewing cross-Strait reunification as an integral element of realizing the “Chinese dream.” Consequently, the efficacy of the U.S. policy based on ambiguity has diminished. Beginning with the Trump administration, the U.S. has markedly increased its involvement in Taiwan-related affairs, enacting a series of legislative measures that support Taiwan. In retaliation, China has issued threats of military action in pursuit 68 _국가안보와 전략 | 제25권 2호(통권98호) of reunification under the One China principle. This study examines three potential scenarios to anticipate developments related to the Taiwan issue within the broader framework of U.S.-China competition. Presently, maintaining the status quo emerges as the most realistic scenario for the U.S., China, and Taiwan. Nevertheless, China’s ongoing economic difficulties could significantly impact the dynamics of this competition. China may exploit tensions across the Strait to alleviate its domestic economic challenges, thereby rendering the prospect of a full-scale invasion of Taiwan a possibility that cannot be dismissed. The U.S. is unlikely to acquiesce to a Chinese invasion of Taiwan, which could, in turn, provoke a direct conflict between the two super powers. Consequently, the Taiwan issue is poised to become a critical flashpoint in the future trajectory of U.S.-China hegemonic competition.
