초록
이글은 부상하는 중국에 대한 대만의 대응을 분석한다. 양안간 정치적 관계는 협력과 경색국면이 교차되어 나타나고 있다. 반면 경제적 교류는 지속적으로 증가하고 있으며, 특히 대만의 대대륙 의존도는 꾸준히 증가하고 있는 추세이다. 중국은 ‘하나의 중국’ 원칙을 기반으로 대만문제를 해결하고자 하지만, 대만은 독립선언, 현상유지, 대만중심 통일까지 다양한 목표를 설정하고 있는 상황이다. 중국이 강대국으로 부상할수록 대만은 체제안보위협에 직면할 수 있다. 따라서 대만은 대만이 체제생존의 위협을 최소화하고 경제발전을 도모하기 위해 부상하는 중국에 균형전략을 취할 것으로 판단된다. 대만은 균형전략을 통해 중국에 의해 현상이 변경되는 것을 방지하고자 할 것이다. 이를 위해 대만은 동맹, 다자제도, 책임전가, 양방정책(hedging), 거리두기 등의 정책수단 이용하고 있다. 그러나 대만의 이러한 대응전략과 정책이 유효성과 지속성을 발휘하기 위해서는 대만의 국내정치상황과 미국요인을 동시에 고려해야 한다.
Abstract
This study analyzed Taiwan’s reaction to the rise of China. The political relationship between the two countries is the mixture of cooperation and confrontation. On the other hand, economic exchange is steadily growing and in particular Taiwan’s dependency on the continent is increasing continuously. China tries to solve the problem of Taiwan based on the principle of ‘One China’ but Taiwan is considering various goals including the declaration of independence, the maintenance of the status quo, and Taiwan-centered unification. As China rises as a world power, the security of Taiwan’s regime may be faced with threats. Thus, Taiwan is expected to adopt a strategy to keep balance with rising China in order to minimize threats to the survival of its regime and promote economic development. Through the balancing strategy, Taiwan also aims at preventing changes in the status quo. To maintain balance with China, Taiwan is using political means such as alliance, multi-party system, the transfer of responsibility, hedging, and distancing. However, for Taiwan’s strategies and policies to be effective continuously, the country must consider both its domestic political situation and the factor of the U.S.
