일본 ‘오키나와 문제’의 불확실성 :헤노코 계획의 국제정치적 함의

초록

이 논문은 후텐마(普天間) 기지 이전을 위한 미･일간 합의와 이에 대한 오키나와의 저항을 분석함으로써 탈냉전기 미･일 동맹의 역동성 속에서 오키나와 문제의 전체상을 이해하는 것이다. 1996년 미･일간 합의 이후 오키나와(冲繩) 문제는 후텐마의 대체 시설을 위한 헤노코(辺野古) 계획이 진전 없이 정체되고 있다는 것이다. 오키나와 지방정부와 반기지 운동가들은 미군 기지와 지역 주민들의 일상의 삶이 양립할 수 없다고 주장한다. 장기간의 헤노코의 불확실성과 해병대 이전에 소요되는 예산 삭감 압력에 직면하여, 미 의회와 국방성은 헤노코의 대안을 논의하고 있다. 2014년 새로운 반기지 운동으로서 대두한 ‘올 오키나와(All Okinawa) 운동’은 기지 문제에 있어서 자기 결정권을 요구하고 있다. 그러나 미･일 정부가 다양한 안보 대화를 통해 주일 미군과 자위대의 일체화 그리고 안보 협력의 글로벌화를 이루어 가고 있는 점은 일본의 외교와 안보 정책에 있어서 의미있는 결실이라고 할 수 있다.

Abstract

This paper is to analyze “the Okinawa Problem” and the continuity and change of the US-Japan alliance, focusing on the relocation of the Marine Corps Air Station(MCAS) Futenma. Okinawa problem is now that the Henoko plan has been drifting since the U.S.-Japan agreement in 1996. The U.S. government thinks over alternatives due to uncertainty of the Henoko Plan. The Japanese government will take priority of national security, but Okinawa Prefecture Government and Anti-base movement activists emphasize that the base and their daily life has been incompatible. All-Okinawa Movement has called for self-determination for base issues in 2014. But, the enhancements of interoperability between the U.S. military in Japan and the Self-Defense Forces can be seen as meaningful outcome for the Japanese security and diplomatic policy.
