오키나와 주일미군 기지조정 정책결정 요인에 대한 연구

오키나와 주일미군 기지 조정 문제는 오키나와 내부에서 오랜 시간 동안 축적되어 온 미군과 중앙정부에 대한 불만과 거부감이 1995년의 사건을 계기로 격렬하게 표출된 것이다. 그리고 일본 중앙정부와 미국은 SACO를 통해 기지조정에 적극적으로 임하여 결국에는 과거에는 실현되지 않았던 상당한 규모의 기지조정에 합의하였다. 그러나 SACO 조정안의 주요 내용은 후텐마기지 및 일부시설을 대부분 기존의 위치에서 오키나와 내의 다른 곳으로 이전하는 선에 그치고 있다. 즉 유사시 움직이지 않는 항모로서 오키나와의 전략적 역할에는 본질적 변함이 없다는 것이다. 이러한 결과가 나오게 된 이유는 미일동맹의 역할확대라는 전략구도의 변화 속에서 오키나와 기지조정 문제가 애초에 오키나와의 反중앙정부 감정과 反주일미군 감정을 무마하는 취지에서 시작되었기 때문이다. 과거에도 오키나와에서는 미군기지 철수를 위한 현민들의 시위와 투쟁이 계속되어왔다. 그러나 유독 1996년에 미국이 과거에 비해 양적으로 늘어난 기지조정을 수용하고 일본 정부가 기지조정에 관련된 많은 비용을 감수한 것은 위와 같이 탈냉전기 안보에 있어서 양국 정부의 동맹정책에 전략적으로 공통된 부분이 있었기 때문이다. 결국 SACO를 통해 진행된 오키나와 기지조정 문제는 이러한 현민들의 감정을 무마시키기 위해 진행된 미봉책이며, 오키나와의 전략적 기능의 상실을 의미하는 것은 아니다. 따라서 오키나와 기지조정 문제는 지역분쟁에 대한 대응능력의 제고, 북한의 불안정성과 핵 의혹에 대한 대응능력 유지, 그리고 중국을 중심으로 한 동북아를 비롯한 동남아에서의 미일의 영향력 유지 및 확대라는 양국의 거시적인 전략의 틀 속에서 행해진 일련의 동맹관계 과정이라 보아야 할 것이다.
Abstract
The peoples of Okinawa have continued to demand the pull-out of the US forces for several decades. The reason why the US and Japan agreed to relocate and close unprecedented number of US bases on Okinawa lies in the fact that the two nations had common strategic interest to consolidate their bilateral alliance relations even after the fall of the Cold War system in East Asia. In other words, the base restructuring should be understood as a alliance management process in an attempt to enhance the influence of the US-Japan alliance in Asia where the two nations found increasingly important strategic value facing ascending China.
