초록

본 논문은 영미권의 대표적 초기 지정학자들인 핼퍼드 매킨더와 알프레드 머핸의 주장을 해양이라는 프리즘을 통해 분석해 보고 평가하는 글이다. 매킨더는 섬나라인 영국의 입지와 유럽 국가들 사이의 권력관계를 심장지대라는 개념을 도입해 대륙세력과 해양세력의 대립이라는 이분법적 구도로 설명하면서 자국의 안보와 향후 국제질서에 대한 전망을 수립했다. 그는 특히 지리학이 단순히 지형에 관한 연구가 아닌 인간의 활동과 연계된 학문임을 강조하면서 지정학적 저술을 통해 당시 패권국가로서의 위상이 흔들리고 있던 영국에게 위기를 돌파할 수 있는 해법을 제시했다. 유럽의 안보 및 세력 균형의 문제를 지리와 정치라는 렌즈를 통해 검증했던 매킨더의 이론은 이론적 정합성과 현실 적용 측면에서 한계를 드러내기도 했으나 20세기 중반 미국의 지정학에 커다란 영향을 주었고 2차 대전 이후에는 소련의 팽창을 견제하는 봉쇄 정책으로 이어졌다. 머핸은 1890년대 미국의 제국주의적 엘리트를 대표하는 인물로 17세기 이래의 서방 해전사를 분석하며 영국의 패권이 강력한 해군력에 기반한 바다의 통제에 기인했다고 역설하고 미국도 강대국으로 발돋움하기 위해 대서양과 태평양 사이에 놓인 지정학적 위치를 활용하여 동일한 경로를 추구할 것을 촉구했다. 그는 국제질서의 역학 관계와 해양력이 차지하는 위상 그리고 유럽의 세력 균형이 지니는 취약성에 대한 독자적인 이해를 바탕으로 자신의 구상과 계획을 국가 정책으로 현실화했을 뿐만 아니라 유럽 국가들 사이에서도 긍정적인 평가를 받았다. 미국이 제국으로 변모하는 과정에서 해양력이란 새로운 지정학적 개념을 통해 팽창과 번영의 기초를 닦은 것이었다. 매킨더와 머핸은 모두 바다의 중요성에 공감했고 해양을 중심으로 지리학을 전환기 국가 운영의 지렛대로 활용한 당대 정상급의 지식인들이었다. 그들은 국제질서를 갈등론적 관점에서 바라보는 근대 유럽의 지적 전통을 공유했을 뿐만 아니라 활약 시기도 영국의 안보가 위협받고 미국이 세계 무대로 도약하던 19세기 말과 20세기 전반의 전환기였다. 양자 공히 각자의 조국에서 지정학의 본격적 등장을 알린 선구자들임과 동시에 자국의 안보와 외교 및 국방 정책의 수립에 크게 기여했던 학자들이었다.

Abstract

The article looks at the arguments of Halford Mackinder and Alfred Mahan, who were representative scholars of the early Anglo-American geopolitics. The former provided an perspective of the security of British isles and the international order by explaining the power relationship among the European states through the concept of heartland. He accentuated that geography was a study not only on topography but also on human activity, and suggested a solution through geopolitical works to overcome the crisis in which the British empire was losing international leadership in the early 20th century. The approach of Mackinder revealed its weaknesses in theoretical consistency but excelled in discussing the question of European security and power struggle through the prism of geography and politics. His intellectual achievement influenced Nicholas Spykman, American geopolitician in the middle of 20th century, and led to the strategy of containment to prevent the expansion of the Soviet Union during the cold war era. Mahan, one of imperialist American elites, urged that the United States follow the same course as that of the British empire by making wide use of its geographical location for the rise to the international leader, asserting that the British supremacy was due to the strong sea power and its solid control on main oceans. He put his idea and plan into practice as an aid to statecraft on the basis of his own understanding of the dynamics of international order, the status of sea power, and the weakness of balance of power, which was positively assessed later. He laid a foundation for the expansion and prosperity of America in its transition to empire through the new geopolitical concept of sea power. Mackinder and Mahan all shared the importance of sea and made use of geopolitics on oceans for the statecraft of critical periods when the Britain faced security threats and the America was about to be a world power. They also had common intellectual legacy of modern Europe, which understood the international relations from the point of conflict theory. Mackinder and Mahan were genuine founders of geopolitics and exerted a considerable influence on the making of diplomatic and military policies in their countries.
