고전 지정학의 성립 배경에는 19세기 후반 이후 전개된 제국주의적 침탈과 영제국의 지속적 세계시장 지배를 위한 전략적 고려가 우선하였다고 할수 있다. 지정학 이론의 또 다른 한편에는 독일 지리학이 중심이 된 국가유기체론이 자리한다. 이 글에서는 국가유기체론을 통해 지정학 이론의 기반을 마련하면서 동시에 패권국으로서의 해양력의 절대적 중요성을 강조한라첼-셸렌과, 그와는 달리 영국의 해양 제국주의적 팽창을 모범 삼아 해양세력으로서의 미국의 세계 진출 전략을 제시했던 머핸을 분석의 중심에 놓으면서, 이들 초기 지정학자들이 러시아라는 유라시아 중심의 거대 국가 를놓고 구성하는 상충하는 지정학적 논의들을 분석한다. 이 글은19 세기 중반 이후 유럽에서 진행된 반러시아주의적 논의들을 거쳐 러일전쟁에 이르기까지 구성되는 지정학적 담론의 초기 형성의 역사를 러시아와의 관련성을 중심에 두고 살펴봄으로써 전 지구적 차원에서 오늘날 확대되고 있는지정학적 충돌의 뿌리를 확인하고자 한다. 즉, 초기 지정학자들의 고전적텍스트 속에 나타나는 해양세력과 대륙세력의 충돌이 실제로는 제국주의적 각축 속에서의 ‘러시아 문제’의 해결을 위한 방책이었음을 드러내 보이는 것이 이 글의 의도이다. 동시에 이같은 육상세력과 해양세력으로 양분화된 카테고리는 오늘날에는 더 이상 존재하지 않는 구도임을 이 글은 주장한다 그럼에도 이를 분석의 기본 틀로 삼는다면 이는 제국주의 시대 서구의 세계진출 경로를 좇으면서 유럽 국가 간의 각축이라는 시각을 답습하 게될 위험이 있음을 지적하고자 한다.
Abstract
At the background of the establishment of classical geopolitics exist on the one hand the imperialistic invasion that had been taking place since the late 19th century, and the other hand the strategic considerations for the continued domination of the British Empire in the global market. On the other side of the geopolitical theory stays the theory of state-organism centered on German geography. In this article, we analyze the geopolitical discussions that these early geopolitical scholars made about the giant Eurasian state called Russia by focusing on the history of the early formation of geopolitical discourse. It was formed from the anti-Russian discussions that took place in Europe since the mid-19th century and up to the Russo-Japanese War. The intention of this paper is to reveal that the conflict between maritime and continental powers, that appears in the classic texts of early geopolitical scholars, was actually a discoursive substitute to resolve the ‘Russian Problem’ in the midst of imperialist competition. At the same time, this manuscript argues that the dichotomous categories of land and maritime powers no longer exist today. Nevertheless, if we use this as the basic framework of geopolitical analysis, it can be pointed out, that there exists a risk of following the path of the European global expansion in the era of imperialism in the last century repeatedly.
