Abstract

This paper explains how some prime ministers of Japan's past regimes reflected on Japan's past history with Korea and Northeast Asian countries through their speeches and expressed their historical perceptions. In explaining these speeches, it points out the limitations that the speeches remained at the level of the Japanese regime and did not have an impact on Japanese politics and society, and were ultimately recognized only in a partial form. Also, why did the past speeches not have a positive impact on both Korea and Japan and did not receive attention? This simple question motivated me to write this article. In the meantime, Japan has attempted historical reconciliation several times. Through these efforts, the two countries of Korea and Japan have experienced situations where they have cooperated and conflicts have arisen, worsening feelings. There are many reasons for this, but the central one is ‘lack of understanding’ of history. The 1990s was the time when Japan began the so-called history war in earnest. The Kono Statement, announced in 1993, was carried out amidst difficult domestic and international political situations between Korea and Japan. Internationally, the statement was made at a time when each country was reaffirming its own identity after the end of the global Cold War. On the other hand, in terms of domestic politics, it was a time when historical issues that had not been addressed at all during the Cold War were emerging as current issues. Since then, as the Murayama Statement, the Naoto Kan Statement, and the Abe Statement were made, the Japanese Prime Minister's Statement became the standard for dealing with historical policies between Korea and Japan. At the same time, various statements made in the atmosphere of the end of the LDP's postwar politics became the standard for the LDP to establish relations with neighboring countries on the issue of past history at the level of state affairs. As a result, the Prime Minister's Statement provided an important opportunity for the historical awareness of both Korea and Japan, but failed to play a sufficient role in historical reconciliation.
