한국 자동차산업의 총 요소생산성 증가의 기여요인 분석: 한·미 FTA에의 시사점

본 연구는 수직적 통합 (vertical integration)의 특성을 보유한 한국 자동차 완성차제조업과 자동차부품 제조업의 1992년-2005년간 총 요소생산성 증가율의 기여요인을 분석하여 한·미 FTA에 시사하는 바를 고찰하였다. 1991-2005년 미시 패널데이터를 이용하여 총 요소생산성 증가율을 기술진보율, 기술적 효율성의 변화율, 규모의 효과, 배분 효율성의 변화 등 네 가지 요인으로 분해하여 추정한 결과 한국 자동차 완성차 제조업의 총 요소생산성 증가율의 변동 폭은 매우 크나 자동차부품 제조업의 총 요소생산성 증가율의 세 배에 이르고 이의 가장 큰 기여요인은 기술진보이며 그 기술진보의 크기는 자동차 완성차 제조업이 자동차부품 제조업의 두 배로 나타났다. 규모의 효과 역시 자동차 완성차 제조업의 총 요소생산성 증가를 이끌었으나 기술적 효율성의 악화는 이를 하락시키고 있다. 배분 비효율성은 자동차 완성차 제조업과 자동차부품 제조업 모두에서 총 요소생산성 증가를 저해하고 있다. 한편 자동차 완성차 제조업은 규모에 대한 보수증가 (IRS)인 반면 자동차부품 제조업은 규모에 대한 보수 감소 (DRS)로 나타나 뚜렷한 대조를 이루고 있다. 따라서 한·미 FTA 발효는 한·미 자동차산업의 총 요소생산성 증대를 견인하는 제품혁신 (product innovation)을 촉진하고 한국 자동차 완성차 제조업체의 기술적 효율성을 개선하며 시장 확대에 의한 규모의 경제효과 증대는 한국 자동차부품 제조업체의 대형화 및 전문화를 초래해 글로벌 소싱 (global sourcing)의 확보를 가능케 할 것이다.
Abstract
This paper investigated the Korean assembled vehicle manufacturers and automotive components suppliers' anticipated changes in global competitiveness after implementation of the Korea-U.S. FTA by analyzing the 1992-2005 total factor productivity growth (TFP). Four contributors to the TFP growth, rate of technical progress, changes in technical efficiency, changes in scale effects, and changes in allocative efficiency of the Korean assembled vehicle manufacturers and automotive components suppliers were estimated using 1991-2005 micro-level panel data. Empirical results showed that the TFP growth of the Korean assembled vehicle manufacturers fluctuated widely but was three times greater than that of the automotive components suppliers, where the technical progress was a key contributor which was two times greater than that of the automotive components suppliers. The scale effects supported, but poor technical efficiency hindered the TFP growth of the assembled vehicle manufacturers. The allocative inefficiency retarded the TFP growth of the both sectors. Strong increasing returns to scale (IRS) of the Korean assembled vehicle manufacturers formed a striking contrast to the decreasing returns to scale (DRS) of the Korean automotive components suppliers. The Korea-U.S. FTA will speed up a number of product innovations to raise the TFP growth of the both countries' automotive sectors and the U.S. flexible labor system will make suggestions to the low technical efficiency level of the Korean assembled vehicle manufacturers to improve. The Korea-U.S. FTA will possibly trigger a substantial volume of investments and increase market size leading to economies of scale whereby enlarged and professionalized automotive components suppliers by hostile merger and acquisition (M&A) will be capable of securing sizable global sourcing orders.
