세계무역기구의 도하라운드 협상이 결렬된 후 각 나라는 이를 대체하는 무역거래의 수단으로서 특정 국가 또는 단일 지역경제공동체를 대상으로 FTA 체결을 경쟁적으로 추진하고 있다. FTA 도입으로 인한 경제적 이득을 극대화하기 위해서는 시장개방이 산업의 경쟁력에 미치는 파급효과를 분석하여 교섭국과의 협상시 품목별 관세인하의 시기, 폭 등의 정책적 판단에 필요한 객관적 자료 제공이 선행되어야 한다. 경제개방과 산업 생산성과의 관계를 분석한 국내 선행 연구의 대부분은 단순 회귀분석을 통하여 수입 또는 외국인 직접투자가 산업 생산성에 영향을 미치는지 여부만을 검증하였다. 본 논문에서는 1984-1999년 기간동안 국내 제조업 주요 6개 산업에 대한 비용함수를 추정하여 총요소생산성 증가에 대한 대외무역, 규모경제, 기술효율 등 요인별 기여도를 측정한다. 이때 수출액과 수입액이 총생산액에서 차지하는 비중을 대외의존도로 정의하고 이를 FTA 체결에 대한 대리변수로 사용한다. 분석결과에 따르면 무역자유화로 인하여 화학 및 전기전자 산업의 생산성은 증가하는 반면, 음식료와 1차 금속 산업에 대해서는 무역자유화의 영향은 없는 것으로 나타났다.
Abstract
After failure of conclusion of the Doha Round of global trade talks, an introduction of bilateral free-trade agrement has been recognized as an effective pattern of international trade. To maximize economic gains from removal of tariffs, it is necessary to analyze the effects of opening markets on the competitiveness of domestic industries. Previous literatures only test the significances of relationship between opening economy and productivity growth by industries. Estimating the dual cost function for six main sections in the Korean manufacturing industries, this paper measures the contribution of foreign trade to the productivity growth in each industry. The foreign dependence, defined as the proportion of the sum of exports and imports to total output amount, is used as a proxy variable for a free-trade. Empirical results show that free-trade is likely to bring an increase of the productivity growth in the Chemical and Electrical-electronic industries, while having little influence on the Food-beverages and Basic metal industries.
