본 논문에서는 WWZ 방식으로 한국의 아세안 국가로의 수출 및 아세안의 대 세계 수출을 분해함으로써 양 권역 간 글로벌 밸류체인 (global value chains: GVC)의 구조와 특성을 파악한다. 그럼으로써 신남방 정책이 어떠한 원칙 하에서 이루어져야 하는지 또한 대외정책 공조의 방향이 무엇인지를 제시해보고자 한다. 정책적 시사점은 다음과 같다. 첫째, 아세안 및 한-아세안의 GVC 무역의 성장, 나아가 경제적 번영은 자유무역 체제 또는 역외세계에의 개방성이라는 국제환경 속에서 이루어진 것이고 앞으로도 그럴 것이다. 따라서 신남방 정책의 기본 방향도 (1) 자유무역 체제의 수호와 자국 우선주의 또는 보호 무역주의에 대한 반대, (2) 개방성 (openness to the rest of the world) 또는 동아시아에서의 열린 지역주의 (open regionalism)의 방향에서 벗어나면 안 된다. 동아시아 나아가 아시아-태평양 지역에는 GVC 관계와 최종시장의 역외 의존성을 양두마차로 자연적인 무역지대가 형성되고 있다고 판단되며 이러한 자연스런 시장흐름에 역동성을 부가하는 방향에서 한국 및 아세안의 공동 협력 노력이 집중되어야 할 것이다. 둘째, 과거 아세안 나아가 동아시아 무역의 성장은 일본을 중심으로 이루어졌으나, 현재는 조금 다르다. 일본의 역할이 감소하고 있지만 최소한 아세안에서는 아직도 가장 크며, 중국의 역할이 급격히 부상하고 있다. 한국의 역할도 증가하고 있지만 이들 국가와 비교할 정도는 아니다. 따라서 한국은 과거 일본과 같이 독자적으로 주도적인 GVC 기지를 아세안에 구축할 수도 없으며 그런 시도조차 아세안에 의해 환영받지 못할 것이다. 단, 베트남 전기전자의 사례와 같이 특정 산업 생산기지를 특정 국가에 선택적으로 집중하는 형태의 협력은 가능할 것이다.
Abstract
This paper tries to identify features of GVC trades between Korea and the ASEAN and to find important factors that can be reminded when implementing strategic actions regarding 'New Southern Policy'. Findings are as follows. Decomposition of Korea's exports to ASEAN implies that VS1 dominates VS in labor-intensive industries whereas VS also important in the Korea's major exporting industries such as electrical & electronic products. Decomposition of ASEAN's exports to the world is featured by high VS shares in some industries and high share of DVA_INT_rex (rex1, rexF, rex2) in some industries (VS1). Finally, high share of Japan, the US, the EU and China in ASEAN's and Korea's FVA implies that two economies' trades are centered by these economies. WWZ analyses leads to the conclusion that trades in ASEAN and Korea are featured by global value chains (VS and VS1 across the Asia Pacific) connecting not only two economies but also Japan, the US and China and by openness to the rest of the world in the sense of heavy dependence of the final consumption on the other regions. Thus, we can confirm the conventional wisdom that the world free trade order and positive influence of the US, Japan and China is the background of the economic prosperity in these regions. Finally, Korea and the ASEAN, facing challenges such as hegemonic- and trade-war between the US and China, can do cooperative and collaborative actions as middle powers. These would be based on the principles of free trade and market economy in the one hand and the principles of freedom and democracy, in the other hand.
