WTO/TBT협정에 따른 표준의 투명성 이행조치가 한국무역에 미치는 영향에 관한 분석

GATT체제에서 전통적인 무역장벽으로 활용되던 관세가 지속적으로 감소함에 따라 기술규정, 표준 및 적합성평가절차 등과 같은 기술장벽을 포함한 비관세장벽의 제거가 국제무역에 있어서 주요 관심사로 등장하였다. WTO/TBT협정은 회원국의 서로 다른 기술규정이나 표준이 무역에 있어서 기술장벽으로 작용하는 것을 방지하기 위하여 ‘조화’와 ‘투명성’의 원칙에 기초하여 관련규제를 채택하여 적용하도록 요구하고 있다. 특히, 투명성 원칙이란 회원국이 국제표준에 일탈하거나 합법적 목적을 위하여 국가고유표준을 제정하여 운영하는 경우에 이를 WTO사무국을 통하여 다른 회원국에 통보함으로써 무역장벽으로 작용하지 않도록 하자는 것이다. 본 연구의 목적은 실증분석을 통해 TBT협정에서 요구하는 회원국의 투명성 이행조치가 한국의 무역에 어떠한 영향을 미치는지에 대하여 고찰하는 것이다. 회원국이 WTO사무국에 통보한 국가고유표준 건수를 대용변수로 활용하여 중력모형에 기초한 회귀분석을 실시한 결과, 이러한 투명성 이행조치는 한국의 무역에 긍정적인 영향을 미치는 것으로 분석되었다. 또한, 수출‧입 모형의 회귀분석을 통하여 회원국의 투명성 이행조치가 경쟁불이익 효과보다 비가격경쟁이익을 더 크게 나타내어 무역촉진에 기여한다는 기존의 연구결과를 확인할 수 있었다. 이러한 결과는 무역의존도가 높은 우리나라의 경우 WTO에서 추진하는 투명성 이행조치에 보다 적극적으로 참여하고 국제적 관련활동을 촉진하는데 기여할 필요가 있다는 것을 시사한다.
Abstract
As tariffs decreased to a great extent under the GATT system, the elimination of non-tariff barriers to trade, including technical regulations, standards and conformity assessment procedures has recently become a critical issue in international trade. The TBT Agreement recommends WTO member countries to adopt and apply technical regulations and standards under the principle of 'harmonization' and 'transparency' in order for them not to act as barriers to trade. Especially, the principle of 'transparency' is for the purpose of preventing country-specific standards of a member country from acting as barriers to trade by notifying those standards to others through the WTO Secretariat. This article aims to explore the impact of the transparency measures of WTO member countries on the Korean trade. For this study, an empirical model was specified on the basis of the gravity theory with a proxy variable of the number of country-specific standards notification to the Secretariat. The results of the empirical analysis indicate that the transparency measures of WTO member countries give a positive impact on the Korean trade. The regression models for the analysis of the import and export of Korea also shows that such measures leads to non-price competitive advantage rather than competitive disadvantage, which is the result similar to the existing studies. This implies that Korea needs to involve itself in the transparency-related activities of international trade communities more actively than before.
