비관세조치 중 기술적 조치인 TBT와 SPS는 각국이 정책적 정당성을 가지고 각자의 특성에 따라 다르게 도입할 수 있다는 특징을 가진다. 이는 자국민의 웰빙에 대한 사회적 수요가 반영된 결과로서, 다른 비관세조치들과는 달리 수요자극효과가 그 결과로서 나타날 수도 있다. 따라서 TBT와 SPS의 수출효과 분석은 기업 순응비용증가로 인한 수출제한효과와 더불어 소비자 수요의 증가로 인한 수출증진효과와의 상충관계를 고려하는 것이 필요하다. 이에 본 연구는 2012∼15년 동안의 「주요국 통관거부사례」자료를 이용하여 주요 수출대상국의 산업별 기술적 조치 수준을 측정한 후 우리나라 수출에 대한 효과를 실증분석 하였다. 분석 결과, 교역상대국의 기술적 조치 수준은 우리나라의 수출에 전반적으로는 큰 영향을 미치지 않는 것으로 나타났다. 그러나 이러한 결과는 품목별로 달라질 수도 있는데, 특히 특정품목에서 교역상대국의 기술수준이 우리나라 보다 더 높을 경우 기술적 조치로 인한 수출제한효과가 나타난 것으로 분석되었다. 이는 상대국의 높은 기술 수준으로 인해 기술적 조치의 우리 기업 순응비용 증가가 더 현저히 나타나기 때문인 것으로 해석된다.
Abstract
Technical Barriers to Trade(TBT) and Sanitary and Phytosanitary Measures(SPS) as technical measures of non-tariff barriers(NTBs) are becoming increasingly important in international trade. Unlike other types of NTBs, a country can establish its own legitimacy for TBT and SPS to protect human health, safety, and etc. Thus, TBT and SPS have trade promotion effects from the increase in consumer confidence as well as trade restriction effects from the increase in firms’ adaption costs. Accordingly, this paper empirically tests the effects of major trading partners’ TBT and SPS on Korea’s export over the period of 2012-2015 with the unique dataset of custom authorities’ rejections. The empirical results show that trading partners’ TBT and SPS did not affect significantly Korea’s export, depending on the relative volume in the increase in adaption costs and the increase in consumer confidence. However, the negative effect was present in sectors that trading partners had relatively higher technology because firms’ adaption costs would be more prominent in them.
