한국 제조업 수출경쟁력에 대한 무역기술장벽 (TBT)의 영향 분석: 제조업 기술수준별 비교

초록

본 연구는 1996~2019년의 WTO 국가의 TBT 통보가 한국의 제조업 수출과 수출경쟁력에 미치는 영향을 실증분석하였다. 선행연구와 비교하여, 본 연구는 수출대상국의 수입구조를 반영한 시장비교우위지수(MCA: Market Comparative Advantage)와 한국의 수출액을 사용하여 TBT의 무역효과를 추정하였다. 특히, 산업의 기술 수준에 따라 TBT가 한국의 수출 및 수출경쟁력에 미치는 영향을 비교분석하였다는 특징이 있다. 실증분석 결과, 수출대상국의 TBT는 한국의 제조업 수출 및 수출경쟁력에 부정적인 영향을 미치는 것으로 나타났다. 한편, 기술집약도가 높은 산업에서의 TBT는 한국의 수출에 긍정적 영향을 미쳤으나 수출경쟁력에서는 이러한 긍정적 영향이 사라졌다. 이러한 본 연구의 분석 결과는 제조업의 기술 수준 향상을 통한 세계 수입 시장점유율 확대와 TBT 분야에서 전략적인 대응방안 마련이 필요함을 시사한다.

Abstract

As Technical Barriers to Trade(TBT) measures increase steadily, responding to TBT has become the world's most important task. The effect of TBT has a trade-off relationship between increasing compliance cost and decreasing transaction costs. According to the globalization progresses, the world trade structure is reshaped. Therefore, it is necessary to consider the changed trade structure to estimate the trade effect of TBT. Unlike previous studies, this paper empirically examines the effect of TBT on exports and export competitiveness during the 1996-2019 period, using the export value and Market Comparative Advantage(MCA) index, which reflects the import structure of import countries. Also, this paper examines how the effect of TBT on exports and export competitiveness differs according to industries technology intensity. The empirical results show that the TBT had a negative effect on manufacturing export and export competitiveness. These negative effects were less prominent in export competitiveness. In this paper, these findings were attributed to a deceleration in global imports. Meanwhile, TBT in the high technology intensive sector has a positive impact on Korea's exports, but this positive effect diminished with regard to export competitiveness. These results are presumed to stem from an increased global demand for imports in high-technology industries due to economic growth in developing countries. The different effects of TBT on exports and export competitiveness emphasize that it is essential to consider structure of world trade. These findings suggests that the necessity of strategic TBT countermeasures and the importance of developing the manufacturing technology to increase market share.
