본 연구는 두 차례의 경제위기 이후 한국경제의 장기적인 성장률이 둔화되는 현상을 이론적이고 실증적으로 분석하고자 하였다. 이를 위하여 경제성장에 영향을 미치는 요인들을 분해하는 성장회계(growth accounting) 분석을 행하였다. 나아가 신고전파 성장모형에 기반을 둔 동학모형을 설정하고, 동 모형에 대한 시뮬레이션 작업을 통하여 최근의 성장률 변화에 영향을 끼친 정책적, 제도적 요인들을 규명하였다. 성장동학 모형에 대한 모의실험 결과에 따르면, 먼저 일본과 달리 생산성 하락이 성장률 둔화의 주요 요인이라고 보기 힘들다. 오히려 총요소생산성 증가율은 경제위기 이후 높아졌다. 반면 이러한 생산성 제고에도 불구하고, 자본축적 약화가 성장률 둔화에 크게 기여한 것으로 나타났다. 이러한 사실은 성장회계 분석에서도 회계적으로 확인되었다. 또한 근로시간의 감소도 성장률 둔화에 기여한 바가 큰 것으로 나타났다. 이러한 사실은 성장회계 분석 결과에서도 발견되었으며, 모형을 통한 시뮬레이션 결과에서도 확인되었다.
Abstract
In order to understand the slowdown of the Korean economy after the economic crises, this paper calculates the growth accounting and also builds up a Neoclassical growth model a la Hayashi and Prescott(2002). The model economy is calibrated with the recent Korean data. From the growth accounting and simulations of the model, first we find that productivity measured by total factor productivity did not drop after the crises, so that it did not shrink the economic growth. This fact is contrary to the experience of Japan in which a low productivity was the main reason of economic stagnation in the 1990s. Secondly, we find that investment was depressed after the crises some extent due to the increasing effective tax rate on capital. And the depressed investment contributed the economic slowdown. Finally, we find that working hours were shortened mainly due to the implementation of the 5-day workweek so that the reduced labor input contributed to the slowdown in economic growth after the crises.
