한국은 에너지자원의 확보를 위해 에너지산업과 타산업간 패키지형 해외진출전략을 추진하고 있다. 본 연구는 한국기업들이 진출한 유·가스전 해외자원보유국(인도네시아, 이라크, 오만, 러시아) 간 국제 분업구조 분석을 통하여 한국의 패키지형 전략 수립에 기여하는데 그 목적이 있다. 방법론은 국가간 상호의존도를 나타내는 무역결합도지수와 국가간 경쟁을 나타내는 산업내 무역지수를 사용하였다. 분석 결과, 한국의 에너지자원 해외투자국간 무역의 형태는 3가지로 나누어진다. 첫째, 인도네시아와 같이 상호의존도도 높고 동종산업 내 혹은 이종산업간 무역을 통해 경쟁도 심화되고 있는 형태이다. 둘째, 이라크, 오만 등과 같이 상호의존도가 심화되는 반면, 아직 동종산업내 무역보다는 이종산업간 무역형태를 보이는 형태이다. 셋째, 러시아와 같이 상호의존도가 높지 않은 반면, 동종산업내 혹은 이종산업간 무역을 통해 경쟁하고 있는 형태이다. 향후 패키지형 자원개발 진출 전략은 위 3가지 형태에 따라 달리 추진되어야 할 것이다. 이에 한국의 입장에서 각 국가별로 접근 가능한 패키지 분야를 살펴보면, 인도네시아와는 금속제품·일반기계·수송용기기 등, 이라크와는 금속제품·일반기계·사무용기기·통신기기·전기기기·수송용기기·섬유제품·광학기기 등, 오만과는 이라크와 동일한 금속제품·일반기계·사무용기기·통신기기·전기기기·수송용기기·섬유제품·광학기기 등, 러시아와는 일반기계·사무용기기·통신기기·전기기기·수송용기기·섬유제품 등으로 분석되었다.
Abstract
This study is to analyze the possibility of Korean foreign direct investment in the form of packaging between energy industry and manufacturing industries to secure oil and natural gas. It tries to analyze the division of labor between Korea and Indonesia, Iraq, Oman, and Russia in which Korean companies have advanced into their oil and gas fields, using both trade intensity analysis representing the degree of interdependence between countries and intra-trade index indicating the degree of competition between nations. The division of labor is analyzed to be classified by 3 patterns: ⅰ) high interdependence and high competition between Korea and Indonesia among intra-industries and inter-industries, ⅱ) increasing interdependence,while high competition inter-industries rather than intra-industries between Korea and Iraq or Oman, ⅲ) low interdependence, while high competition among intra-industries and inter-industries between Korea and Russia. The industries which Korea could make an investment in the form of package are analyzed as follows: ⅰ) with Indonesia, metal products,general machinery, and transportation equipment; ⅱ) with Iraq and Oman,metal products, general machinery, office equipment, communications equipment, electrical equipment, transportation equipment, textile products, optical instruments; ⅲ) with Russia, general machinery, office equipment, communications equipment, electrical equipment, transportation equipment, textiles.
