본 연구는 외환위기 이후 우리 경제의 투자부진과 성장률 저하 현상을 이해하기 위하여 신고전파 성장모형에 기반한 동학모형을 설정하고, 모형경제에 대한 시뮬레이션을 통하여 투자부진을 초래한 원인을 규명하고 투자와 성장간의 관계를 실증적으로 분석하였다. 모형경제에 대한 모의실험을 통하여 다음과 같은 사실을 발견하였다. 먼저, 외환위기 이전에 비해 최근 인구증가율은 둔화되고 자본세율은 상승하였는데, 이러한 변화는 투자율을 감소시키고 경제성장률을 하락시키는 결과를 초래했다. 그러나 외환위기 이전에 비해 최근 생산성 증가율은 둔화되었고, 이로 인하여 투자율은 오히려 상승하고, 경제성장률도 제고되는 일시적인 효과가 있는 것으로 나타났다. 이는 미래 생산성 증가율 둔화에 대비하여 현재 소비를 감소시키고 대신 현재 저축을 늘린 결과로 해석된다. 그러나 시간이 지남에 따라 생산성 증가율 둔화효과가 증대되면서 투자율과 경제성장률은 장기적으로 하락하는 것으로 나타났다.
Abstract
In order to understand a decreasing investment rate and a declining growth trend of the Korean economy in recent decades, this paper builds up a Neoclassical growth model calibrated with the Korean data. From simulations, we find that a declining population growth and a capital tax increase after the IMF economic crisis led to the decreases in both investment and economic growth. Meanwhile, a declined total factor productivity induced the increases of both investment and economic growth. Economic agents increased their savings because they forecasted a decline of future income due to lower productivity. But, in the long-run, investment and economic growth eventually lowered than before the crisis.
