최근 확산되고 있는 보호무역주의에 대한 대응방안의 하나로 한국은 다자간 FTA 추진을 검토하고 있다. 농업분야는 관세 및 비관세조치 교역장벽이 남아 있으며 향후 관세 감축 및 비관세장벽의 완화를 통한 시장접근 확대 요구가 점차 늘어날 것으로 보인다. 따라서 본 논문에서는 FTA 협정을 통해 규정되어진 비관세조치 중 농업분야의 긴급수입제한조치(Agriculture Safeguard, ASG)의 관세상당치 추정과 경제적 파급효과 분석을 시도하였다. 분석결과 ASG의 관세상당치는 약 20% 수준인 것으로 나타났으며, CGE 모형 분석을 통해 ASG 발동시 쇠고기 생산은 단기적으로 4.6% 증가하고 가격은 2.7% 하락하는 것으로 나타났다. 실제 ASG 발동 후 생산은 2015년에 1.4%, 2016년에 5.6% 증가하였다. ASG 발동은 국내 쇠고기 산업의 피해를 단기간에 줄일 수 있는 방법으로 판단된다. 그러나 ASG가 반복적으로 발동되자 쇠고기 수입업체는 수입 통관시차를 이용하거나 수입선을 변경함으로써 ASG 발동에 따른 추가 관세를 회피하고 있다. 수입업체가 ASG 발동에 적응하고 있는 것이다. 이에 더하여 장기적으로 볼 때 쇠고기의 관세가 철폐되는 경우 ASG도 철폐된다. 일몰 이후 개정협상을 하지 않는 이상 연장이 어렵다. 즉, ASG는 일시적인 보호장벽이 될 수 밖에 없으므로, 수입산과 경쟁할 수 있도록 가격과 품질 경쟁력을 개선시켜야 할 것이다.
Abstract
Korea tries to promote the FTAs with consideration of Agricultural Safeguard(ASG) for the purpose of agricultural protection in the country. In this regard, we examined the effects of tariffs reduction as well as ASG as a non-tariff barriers specified in FTAs. According to the study, the Ad Valorem Equivalents (AVE) of ASG were calculated to be about 20%. Moreove, the CGE analysis presents that the production of beef increased by 4.6% in the short term as a effect of ASG and 2.7% in the long-run, respectively. It proved the ASG could protect the market. However, there are several issues to be considered. In terms of repeated application of ASG, firms are adjusting the timing of importation by controlling the totla amount of imports, and delaying the customs clearance when the total imports close to the threshold in order to avoid high tariffs. In addition, ASG is going to be abolished if tariffs on beef are eliminated in the long run. In this context, It is going to be quite difficult for agricultural industry to extend its protection of beef market in Korea using ASG measure unless the tariff schedules are revised in FTAs’ revising negotiation. In other words, ASG should be recognized as a temporary protection barrier, so it is necessary to increase the competitiveness of agricultural products in terms of price and quality, thus it can compete with imported products.
