신제도주의 관점에서 제도 및 그 변화 이론을 정립하고자 하는 노스의 경제사 연구의 특징은 사회과학 전반의 토대 위에서 경제사 이론체계를 구성하고 이를 경제사 연구에 적용하려고 한 점이다. 본 연구는 노스의 경제사 이론체계를 시장, 국가, 사회 영역의 3분틀에 따라 그 하위이론으로 구분하여 구체적으로 살펴보고, 동시에 인지적 제도주의로 지칭되는 최근의 발전까지를 고찰함으로써 노스의 제도이론을 체계적으로 밝히는데 그 목적이 있다. 노스는 경제의 진보와 쇠퇴가 거래비용 및 재산권과 비공식제도와 밀접한 관련을 지니고 있다는 관점 하에 제도이론체계를 구축하고 있으며, 인간행동가설을 전제로 하여 하위이론으로서 가격이론, 재산권과 국가이론, 이념이론을 거론하고 있다. 본 연구를 통해 다음을 확인할 수 있다. 첫째, 최근 연구는 상대적으로 취약했던 사회 영역의 이론을 보완․확대하는데 지향되어 왔다. 둘째, 노스는 최근 인지과학의 연결주의를 수용하여 비공식적 제약론 또는 이념이론의 미시적 토대를 좀 더 명백하게 제시했다. 셋째, 사람들의 선호와 유인 구조는 역사와 문화적 경험에 의해 상당히 체계적으로 영향을 받는다는 사실이 최근 강조된다. 이는 노스의 이론체계가 심화하는 과정에서 구제도주의의 사상과도 부분적으로 접목되고 있음을 의미한다.
Abstract
Douglass North's theory of economic history that is set up based on several theories of social sciences such as price theory, state theory, and ideology theory is designed to account for institutional changes in history, and then economic performances over time. This paper is intended to examine both a body of his theories of the kind respectively, and recent advances in cognitive institutionalism among them which have been made by North since around last 10 years. North's theory of economic history has told us that economic progress or stagnation mainly depends on how much we may reduce transaction costs with more efficient property structure. Recently he adds that if an economy would be going forward to progress, it shall be ultimately of significant importance to get belief systems and culture right that interact to mental models over time. This shift in emphasis implies that while North still strongly sticks to price theory and property rights theory in the tradition of new institutionalsim, he has come closer, in part, to old institutionalism that Thorstein Veblen prefaced.
