신제도주의 경제학의 제도환경 이론에 관한 연구 노트

초록

신제도주의 경제학의 제도환경에 대한 연구는 주로 게임의 공식적 규칙, 특히 재산권과 관련된 체계를 대상으로 이루어진다. 이에 따르면, 역사적으로 제도환경의 발전은 다양한 형태로 이루어졌으며, 발전과 이행의 요인을 탐구하는 것이 중요하다. 또 신제도주의 경제학은 발전과 이행에는 비용이 소요되며 이 때문에 경로의존의 경향이 존재한다고 주장한다. 신제도주의 경제학의 제도환경 이론의 핵심 개념들로부터 한반도 경제통합과 관련하여 얻을 수 있는 시사점은 다음과 같다. 한반도경제 형성에 있어서 비용과 경로의존을 감안한다면, 새로운 대안으로 ‘더 좋아진 동아시아 모델’을 추구하는 것이 바람직하다. 이때 한반도경제의 핵심 과제는 “남북한 각각의 내부에, 그리고 남북한 사이에 경제적 거래비용을 줄이는 제도를 구축하는 것”이다.

Abstract

Theories of institutional environment in new institutional economics are mainly relevant to the formal rules of game, especially the system of property rights. They argue that there have been developments of institutional environment of various forms and it is important to search for the causes of development and transition. And, they put forth costs of transition and tendencies to path dependency. From these basic concepts of new institutional economics, we can get some implications in the economic integration in Korean Peninsula. They are as follows. Considering the cost and path dependency in the formation of Korean Peninsula economy, we suggest a further alternative to pursue ‘An Improved East Asian Model.’ The core problem that time is the construction of institutions which reduce the economic transaction costs in Korean Peninsula.
