품질 비대칭성 하에서의 자유무역협정의 형태별 사회후생효과분석

이 논문은 품질 격차로 나타나는 기술력 격차가 있는 국가들 간의 다양한 양자간 FTA와 다자간 자유무역체제, 그리고 비협조적 무역체제의 사회후생효과를 비교분석하여, 경제통합에 대한 정책적 시사점을 도출하고자 하였다. 품질 격차가 존재하는 과점적 가격경쟁시장 모형에 근거한 분석 결과, 자국 기업이 품질 수준이 더 높은 제품을 생산하더라도, 가격경쟁체제에서 전략적 경쟁관계가 심화될 경우, 더 낮은 품질의 제품을 생산하는 경우에 비해 사회후생수준이 상대적 으로 더 낮을 수 있음이 확인되었다. 또한 세계 총 후생수준은 다자간 자유무역체제에서 양자간 FTA 체제에서보다 더 높으나, 품질 수준이 상대적으로 낮은 국가의 경우, 다자간 자유무역 체제보다는 양자간 FTA 체제에서 사회후생수준이 더 높은 것으로 나타났다. 이는 FTA 체제가 초래하는 역내국과 역외국간의 경쟁완화효과 및 역외국에 대하여도 무역장벽을 상대적으로 낮추게 하는 전략적 상보효과(Supermodularity)에 기인하는 것으로 분석되었다. 따라서 세계 후생을 극대화하는 다자간 자유무역체제의 작동을 위해서는 다자간 자유무역체제에 참가할 경우 사회후생 수준이 감소하는 저품질 생산국가에 대한 유인체계(incentive system)구축이 선행될 필요가 있는 것으로 확인되었다
Abstract
This paper examines the welfare effects of multilateral FTA and multilateral free trade regime between countries with asymmetric product qualities. Based on an oligopoly model where representative firms from each country compete in price over products with different product qualities, we demonstrate that under a non-cooperative Nash trade regime, a country with a higher quality might have a lower social welfare due to intensified strategic competition. In addition, the global social welfare is maximized under multialteral free trade regime, while countries with lower product qualities prefer bilateral FTAs to the multilateral free trade regime mainly due to supermodularity and mitigation of strategic competition effect of FTA. These results suggest that introduction of effective incentive system inducing lower quality countries to join the multilateral free trade regime is required for a sustainable multilateral free trade regime.
