비시장경제와 시장경제간 FTA 효과 분석: 석유시장을 중심으로

본 연구는 비시장경제의 생산구조와 소유구조를 반영하여 수직통합된 국영기업을 보유한 비시장경제와의 자유무역협정(FTA) 체결에 따른 사회후생효과를 분석한다. 수직통합된 국영기업이 사회후생극대화생산량을 생산한다는 가정 하에서는 이들 기업을 보유한 비시장경제국으로의 시장진입은 어렵고 FTA를 체결하더라도 시장진입 및 사회후생은 크게 개선되기 어렵다. 그러나 수직통합된 국영기업의 중간재 생산능력이 비효율적인 경우에는 이러한 시장으로의 타국 기업의 시장진입이 증가할 수 있다. 또한 수직통합된 국영기업의 중간재 생산능력이 일정 정도 비효율적일 때에는 FTA 참여국 모두의 사회후생이 개선될 수 있다. 그러나 수직통합된 국영기업의 중간재 생산능력이 아주 효율적인 경우에는 FTA 참여국 중 수직통합된 국영기업을 보유한 국가의 사회후생만 개선된다. 그러나 수직통합된 국영기업의 중간재 생산능력이 매우 비효율적인 경우에는 FTA 참여국 모두 사회후생손실을 경험한다.

Abstract

This paper examines the welfare effect of FTA between a market economy and a non-market economy with private and public firm competition. For this purpose, we set up a mixed duopoly structure where a private firm from the market economy competes with a vertically (disintegrated/integrated) public firm from the non-market economy. The result shows that FTA may not facilitate a market access chance by the private firm into the non-market economy as well as may not improve the social welfare of the market economy since the vertically integrated public firm from the non-market economy produces a social welfare-maximizing quantity. However, both countries can achieve the social welfare improvement entailed by FTA especially when the public firm is not highly efficient in producing an intermediate good.
