대도시권 지역의 무질서한 도시확산의 문제는 계획가, 정책결정자, 그리고 시민 모두가 관심을 갖는 문제가 되었다. 이러한 문제에 대처하기 위해서 많은 국가들에서는 다양한 도시성장관리정책을 집행하고 있다. 본 연구에서는 개발수요를 계획적으로 수용하기 위해서는 민간개발의 입지요인에 대한 분석을 기초로 향후 민간개발의 입지를 사전적으로 예측할 필요가 있음을 강조하였다. 이를 위해 1994년부터 2002년까지 수도권 비도시지역에서 이루어진 민간주택건설사업의 입지를 대상으로 생존분석의 비례위험모형을 적용하여 택지개발 확률모형을 추정하였다. 추정한 개발확률모형을 용도규제의 변경 가능성을 고려한 시나리오에 따라 설정된 개발 가용지 상황별로 적용하였다.이 논문에서 제시하고 있는 주요한 연구결과 및 정책적 시사점은 다음과 같다. 첫째, 비례위험모형을 적용하여 민간 주택건설의 입지요인을 실증분석한 결과, 광역적이고 거시적인 변수보다는 지역적인 기반시설 및 공영택지와의 인접성 등의 변수의 영향력이 큰 것으로 검증되었다. 둘째, 통계적 적합도 및 공간적 적합도의 측면에서 타당한 개발확률모형을 개발수요량과 결합하여 향후 시나리오별 민간개발의 입지를 예측하였다. 이러한 분석결과는 도시주변지역에서 발생하는 민간개발수요를 계획적으로 수용하기 위한 도시성장관리정책을 수립하는 데 매우 유용한 정보를 제공한다.
Abstract
Suburban sprawl in Seoul metropolitan area made us recognize the importance of planned development and facilitated urban growth management program. To manage suburban private development, we need to predict the location of private land development in advance. In this context, this study aims to analyze the determinants of private development and to predict the development pattern. The section two offers a theoretical and methodological background of land use model and survival analysis. In section three, a description of study area, data and variables for the model follows. In section four, this study sets the estimation model using Cox's proportional hazards model and tries to predict land development patterns according to the four scenarios of developable land. The major results and policy implication of this study are as follows. First, this study explored the locational factors of private residential development in order to make informed decisions on more effective and feasible growth management program. Second, spatial prediction results enable policy makers to identify which area has the highest development pressure and to designate the planned area.
