Abstract

Whereas mathematical models dominate fertility projection in South Korea, various techniques exploiting expert opinions on future fertility levels are gaining traction worldwide. This article is the first attempt to introduce fertility projections based on expert opinions and apply several projection models to Korea’s fertility projection after eliciting estimates on future levels of total fertility rate (TFR) from 19 experts in the fertility research community. More specifically we employ the simple average method, the bivariate normal distribution method, and Bayesian hierarchical bivariate normal distribution method. Negative estimates of future fertility rates in some models prompt us to explore bivariate lognormal distribution method as well. Mean median variant of 2040 and 2065 TFR estimates is 1.39 and 1.46 respectively. Across all models, we find wider confidence intervals for 2065 estimates compared to 2040 ones and shorter confidence intervals on methods using expert opinions than United Nations’ Bayesian method, which seems to reflect the overconfidence problem of expert opinions.
