장애인의 기대여명과 장애인의 신규등록률에 대한 정보를 구하는 것은 쉽지 않다. 본 연구는 장애인의 연령대별 사망률에 근거해 이 두 가지를 산출해 보려는 의도를 가진다. 표준적인 생명표 작성 기법을 응용해 본 결과, 장애인의 기대여명은 모든 연령대에서 비장애인의 그것에는 미치지 못하는 것으로 나타났다. 연령대별 기대여명 유형은 두 집단에서 유사성을 보인다. 따라서 본 연구에서 산출된 생명표와 기대여명은 어는 정도 수용 가능한 것으로 인식된다. 다음으로 신규등록장애인수를 두 시점 간 등록장애인수의 차이와 사망자수로 분해해 추정하였다. 이들 신규등록장애인 규모가 전체 비장애인구에서 차지하는 비중은 연령이 높아지면서 증가하는 것으로 나타났는데 이는 노화에 따른 장애 발생률이 상당함을 시사한다. 또한 신규등록장애인이 전체 등록장애인 속에서 차지하는 비율은 연령에 따라 U자 형태를 보였는데, 이는 저령층과 고령층의 장애인들 중에 신규등록자의 비중이 상대적으로 높음을 의미한다. 실험적 방법을 통해 산출된 연구 결과의 함의점을 논의하고 이를 통해 더 많은 연구가 필요한 지점을 지적한다. 본 연구는 주어진 자료의 한계 속에서 사회적으로 유용한 정보를 도출해내기 위한 노력의 일환으로, 추후 장애인에 관한 기초통계를 마련하는 발판이 되기를 기대한다.
Abstract
It is challenging to acquire basic population information of the disabled. This study aims to estimate (a) life expectancy and (b) new enrollment rate using age-specific crude death rate. The results, using the standard procedure of constructing life-table, reveal that life expectancy of the disabled falls short of that of the general population across all age intervals, however, the patterns between the two group are not much heterogenous, suggesting that the output of this study may be reasonable. In addition, the estimated results on the new enrollment rate, primarily assessed by the number of difference of the enrolled population between the two-year (i.e., the current and the previous) and the number of death in the previous year, reveals two things: (1) the new enrollment rate increases with age group due possibly to aging process and (2) the proportion of the new enrolled among the enrolled shows the U shape pattern, suggesting higher vulnerability of the disability in the two-end of age groups: the younger and the older. This study is designed to contribute to building basic statistics among the disabled by creating socially valuable information despite limited available data.
