연구목적: 장애발생 시기별 고령장애인의 특성 및 생활실태, 복지욕구 등을 종합적으로 파악하여 고령장애인을 위한 정책적 함의와 제언을 도출하고자 하였다. 연구방법: 2017년 장애인실태조사 데이터를 활용하여 65세 이상 고령장애인을 장애발생 연령을 기준으로 아동·청년기 장애발생, 중·장년기장애발생, 노년기 장애발생으로 집단을 구분하여 빈도분석 및 교차분석, Chi-Squared 검정, ANOVA F검정을 실시하였다. 연구결과: 고령장애인은 ‘65세 이상’의 ‘장애인’이라는 점에서 공통적일 수 있으나 장애발생 시기에 따라 특성과 영역별 생활실태는 차이를 보였다. 결론 및 시사점: 고령장애인에 대한 정책은 장애발생 시기를 고려해 차별화되고 세분화된 접근이 필요하며 고령장애인에대한 적극적인 정책적 관심이 요구된다. 또한, 고령장애인의 삶의 전반의 과정을 이해하고 총체적인삶의 경험에 초점을 맞춘 생애적 접근이 필요함을 제언하였다.
Abstract
Purpose: The purpose of this study was to derive policy implications and recommendations for older adults with disabilities by comprehensively identifying their characteristics, living conditions, and welfare needs by the onset of disabilities. Method: This study used the data from the National Survey of Disabled Persons conducted in 2017. Older adults with disabilities were divided into three groups according to the age of occurrence of disabilities, such as the childhood and adolescence-onset disabilities group, middle-age-onset disabilities group, and old age-onset disabilities group. Frequency analysis and cross-analysis, Chi-Squared verification, and ANOVA F verification were performed. Results: Older adults with disabilities had common points such as ‘over 65’ and ‘disability’, but the characteristics and living conditions of each group were different according to the time of occurrence of disabilities. Conclusions and Implications: Policies for older adults with disabilities require a differentiated and segmented approach in consideration of the time of occurrence of disabilities, and active policy interest in older adults with disabilities is required. In addition, it is suggested that a lifelong approach focusing on the overall life experience and understanding the overall life process of older adults with disabilities is necessary.
