경기 시흥시의 이민자 사회통합에 대한 연구

지자체 중심의 이민자 사회통합 촉진을 위해 경기도 시흥시의 사회통합의 현황 및 지자체 이민자 정책 추진현황을 살펴보았다. 경기도 시흥시는 2022년 기준 등록외국인과 외국국적동포가 총 58,541명에 이르며, 연령별로는 30~39세에 해당하는 외국인의 비율이 가장 높으며, 남성이 여성보다 많아 경제활동 연령대 중심의 이민자 구성이 특징으로 나타났다. 시흥시는 이민자와 다문화 가족의 안정적 정착을 위해 두 가지 조례를 운영 중이었으며, 이를 기반으로 시흥시는 ‘다문화･외국인 주민협의체(시사우)’를 통해 외국인 주민이 정책 발굴에 직접 참여할 수 있는 플랫폼을 구축하여 운영하고 있었다. 한편, 이민자 사회통합을 위해 시흥시는 다양한 정책과 사업을 추진하고 있는 것으로 나타났다. 통합기반 강화를 위해 외국인 주민 정책 기반 구축과 직무교육을 시행하며, 다문화･외국인 주민협의체를 통해 협력적 네트워크를 강화하고 있었다. 수용성 향상을 위해 시민과 초등학생을 대상으로 문화다양성 이해교육을 실시하며, 외국인복지센터를 통해 7개국어 상담 서비스를 제공해 의사소통을 지원하였다. 노동 분야에서는 노사 상생 파트너십 교육을 통해 외국인 근로자와 기업 간의 상호 이해를 증진하고, 교육 분야에서는 동반비자 가족을 대상으로 한 한국어 교육과 이주배경 청소년 지원 사업을 통해 정착과 학업 성취를 돕고 있었다. 마지막으로 사회통합지표를 통해 시흥시의 이민자 사회통합 수준을 분석한 결과 시흥시는 이민자 사회통합의 기반을 비교적 잘 마련한 도시로 평가되었다. 다만, 향후 시흥시의 사회통합 수준을 높이는 측면에서 현재 정책적 공백이 있는 통계･디지털 역량･안전 등 일부 사회통합 분야에 대한 정책 발굴이 필요할 것이다.
Abstract
In order to promote social integration of immigrants centered on local governments, the current status of social integration in Siheung-si, Gyeonggi-do and the implementation status of local government immigration policies were examined. As of 2022, Siheung-si, Gyeonggi-do, had a total of 58,541 registered foreigners and foreign Koreans, with the highest proportion of foreigners aged 30 to 39 by age, and more men than women, characterized by the composition of immigrants centered on the age group of economic activity. Siheung-si was operating two ordinances for the stable settlement of immigrants and multicultural families, and based on this, Siheung-si was establishing and operating a platform through which foreign residents could directly participate in policy discovery through the Multicultural and Foreign Residents' Council (Sisau). Meanwhile, it was found that Siheung-si is promoting various policies and projects to integrate immigrants into the society. To strengthen the foundation for integration, the government was strengthening a cooperative network through the multicultural and foreign residents' council by establishing a policy foundation for foreign residents and conducting job training. To improve acceptance, education on understanding cultural diversity was conducted for citizens and elementary school students, and communication was supported by providing counseling services in seven languages through the Foreigner Welfare Center. In the field of labor, mutual understanding between foreign workers and companies was promoted through labor-management win-win partnership education, and in the field of education, Korean language education for companion visa families and youth support projects for migration backgrounds were helping settlement and academic achievement. Finally, as a result of analyzing the level of social integration of immigrants in Siheung-si through social integration indicators, Siheung-si was evaluated as a city that relatively well laid the foundation for social integration of immigrants. However, in terms of raising the level of social integration in Siheung-si in the future, it will be necessary to discover policies in some areas of social integration, such as statistics, digital capabilities, and safety, which currently have a policy gap.
