Abstract

In order to promote the social integration of immigrants, it is necessary to examine the current status of social integration by local governments and the implementation status of immigration policies by local governments. Yeongdeungpo-gu, Seoul, is mainly Korean-Chinese, and the average age of registered foreigners was relatively high, with the majority aged 55 or older accounting for the majority. Regarding social integration, Yeongdeungpo-gu was found to have enacted and operated the Yeongdeungpo-gu Seoul Metropolitan Government Ordinance on Support for Foreign Residents and Multicultural Families in 2014 for the stable settlement and social integration of immigrants and multicultural families. Administratively, multicultural policies are managed through the Foreign Residents and Multicultural Family Support Council and the Multicultural Participation Group, and education on cultural diversity is regularly provided to public officials and residents. In particular, it supports communication and education between domestic and foreign residents through the Multidream Cultural Complex Center and the Family Center, and strengthens communication skills through Korean language and bilingual education. To promote social integration, Yeongdeungpo-gu is operating various programs to increase the acceptance of immigrants by Koreans, and educational programs such as issuing multicultural newsletters, volunteering activities for foreign residents, and Happiness Danuri Class were focused on helping domestic and foreigners understand each other. At the same time, it was striving to strengthen the economic independence of immigrants and the learning capabilities of youth through projects such as supporting jobs for stepping stones for multicultural families and science camps for youth. Finally, as a result of reviewing the current status of Yeongdeungpo-gu through social integration indicators, it seems that Yeongdeungpo-gu needs to improve the diversity of ordinances and accessibility of support organizations. In addition, the development of policies to cover additional social integration areas such as statistics, income, housing, and safety is required. In the future, Yeongdeungpo-gu will have to create a harmonious society with immigrants and Koreans through customized policies tailored to regional characteristics and substantial projects.
