Abstract

This analysis delves into the current status of immigrants and social integration policies in Gwangsan-gu, Gwangju Metropolitan City, aiming to derive policy implications. As of 2022, the number of registered foreigners and foreign nationals of Korean descent in Gwangsan-gu reached 17,680, marking a 144.6% increase since 2011, demonstrating a continuous upward trend. The immigrant population is diverse, with a significant presence of individuals from Vietnam, China, Uzbekistan, and other countries, predominantly in their 20s and 30s. Gwangsan-gu has established three ordinances to support immigrants and provides systematic administrative support through the Department of Foreign Residents. Furthermore, the district implements social integration policies across various areas, including law and institutions, administration, receptiveness, connection to Korean society, and housing and living. Notable initiatives include “Dialogue with Foreign Residents,” “Production of Promotional Brochures for the Goryeoin Village,” “Visiting Listening Manager’s Office,” “Support for Early Immigrant Club Activities,” and “Emergency Support Project for Foreign Residents.” However, challenges remain, such as expanding opportunities for immigrant participation in policy-making, strengthening administrative personnel and resources, designing comprehensive and detailed policies, and establishing a systematic evaluation and feedback mechanism. This analysis underscores the importance of establishing and implementing region-specific immigrant policies through the case of Gwangsan-gu and suggests a direction for advancing towards a sustainable and integrated multicultural society.
