최근 주택가격 급등과 그에 따른 주거비부담 심화는 세계적으로 중요한 정책적 이슈가 되었다. 이에여러 국가 및 도시정부는 주택문제 완화 및 해소를 위한 중장기 정책 방향을 담을 장기주택계획을수립하였다. 이들 계획은 정부의 중장기적 정책 대응에 대한 고민의 결과물이라는 점에서 이를체계적으로 비교 분석하는 것은 향후 우리가 경험할 수 있는 복합적인 주택문제에 대응하는 데 유용한시사점과 아이디어를 줄 수 있다. 그러나 이러한 유용성에도 불구하고 최근 수립된 해외 장기주택계획을비교 분석한 연구는 거의 없다. 이에 본 연구에서는 국가 차원에서 영국, 독일, 미국, 도시 차원에서 런던, 시드니와 시카고의 장기주택계획을 체계적으로 비교 분석하여 시사점을 도출하였다. 분석 결과 각국가와 도시의 정책 방향은 주거비부담 심화라는 공통적 문제에 직면함에 따라 유사한 모습도 일부보여주고 있으나, 구체적 정책 방안에서는 국가 및 도시별 정체성에 부합하는 차별성을 보여주고 있었다.
Abstract
The recent housing price spikes and the consequential surge of housing costs have become a policy focus around the globe, prompting many national and city governments to devise long-term housing plans. These plans incorporate mid- to long-term policy measures to alleviate the cost burden and address the housing issue. As the plans are a product of careful deliberation of the governments, their systematic comparative analysis can provide useful implications and ideas in responding to complex housing issues that can also arise in Korea. Despite the potential value of such analysis, there have been few studies that looked into the recently established long-term housing plans across the border. Against this back drop, this thesis conducted a systematic comparative analysis thereof, examining long-term housing plans of London, Sydney, and Chicago at a city level, and of the United Kingdom, Germany, and the United States at a national level to produce implications. The study demonstrated that their housing plans share some commonalities, as all of them seek to address the acute housing cost burden. In terms of specific policy measures, however, differences were also observed, which are aligned with distinct identities of each country and city.
