독일연방군 ‘내적지휘(Innere Fuhrung)’ 철학의 시사점 및 한국군 ‘내적가치’ 프로그램 개발에 대한 제언

현재 정훈문화활동의 최고 부령이라고 할 수 있는 국방부 ‘정훈문화활동 훈령(제2188호)’에는 국가관, 안보관, 군인정신에 대한 교육뿐만 아니라 민주시민 교육에 대한 필요성도 명시되어 있다. 하지만 현재의 교육체계 내에서는 건전한 군인과 민주시민을 의미하는 이른바 ‘군복 입은 민주시민’의 개념적 모형과 교육 프로그램이 부재한 실정이다. ‘군복 입은 민주시민’이라는 용어는 90년대 이후 군에서 꾸준히 사용되어 왔음에도 이를 구현하기 위한 실천적 노력은 매우 부족했다고 평가할 수 있다. 따라서 이 연구에서는 민주주의 국가에서 가장 먼저 ‘제복 입은 민주시민’이라는 개념 안에서 '민주주의에서의 군대'를 구현하고자 했던 독일연방군의 내적지휘 철학을 통해 한국군에 적용할 수 있는 정책적 시사점을 도출하였다. 이 연구는 먼저 독일연방군 내적지휘 철학이 언제, 어떤 배경으로 태동하게 되었으며 무엇을 근본가치로 설정하고 있는지를 다루고, 내적지휘 철학의 핵심과제라고 할 수 있는 ‘제복 입은 민주시민’의 의미를 살펴본다. 다음으로 군복 입은 민주시민을 가치의 영역으로 다룰 것인지, 아니면 전력의 영역으로 다룰 것인지에 대한 물음에 답하고, 군복 입은 민주시민의 구현의 윤리적, 법적, 사회적 정당성을 고찰하였다. 마지막으로 독일연방군 내적지휘를 한국군에 적용하기 위해 현재 육군에서 시행하고 있는 ‘내적 가치’ 개념을 확장할 것을 제안한다. 이에 더하여 새롭게 정립된 ‘내적가치 2.0’ 교육의 효과성을 검토하기 위해 국방정신전력에서 시범적으로 운용할 수 있는 교육 프로그램을 제시하였다.
Abstract
The purpose of this study is to develop democratic civic education program that can be applied to ROK Armed Forces. Therefore, this study is aim to draw up the educational program and policy implications through the 'Innere Fuhrung' philosophy of the German Federal Army which has wanted to implement 'the army in the democracy' by the concept of 'democratic citizen in uniform'. Based on the purpose of this research, It is analyzed that why the 'Innere Fuhrung' of the German Army was born and what is the core tasks of its philosophy. In the next chapter, it covers several logical themes to form the concept of the democratic citizen in uniform. Finally, to apply the 'Innere Fuhrung' of the German Federal Army to the ROK Armed Forces, this study proposes to extend the concept of 'Internal Value'. In addition, This study suggests an military educational program that can be piloted by the Defense Agency for Spirit & Mental Force Enhancement to examine the effectiveness of the newly established 'Internal Value 2.0' education.
