본고는 독일 연방군 상부 지휘구조가 냉전기, 재통일 이후, 징병제 중지 이후 연방군의 역할 변화와 시대적 상황 등을 고려하여 변천하였음을 밝히고 있다. 연방군의 이런 상부 지휘구조 변화에 관한 연구는 적과 대치하고 있는 군대, 통일을 준비하는 군대, 그리고 파병 및 인도적 지원 등과 같은 국제적 활동을 적극적으로 수행하려는 군대에게 유익한 시사점을 제공할 것이다. 이를 위해 본고는 1차 사료인 연방군 훈령 및 각종 문헌을 분석하여 독일 연방군 지휘구조 변천 과정을 실증적으로 고찰하고 있다. 창설 이후 나토의 최전방 전력으로 양적으로 급속하게 성장한 연방군은 1970년 블랑케네저 훈령을 통해 상부 지휘구조에 관한 기틀을 마련하였다. 최초로 장군총감의 권한과 책임이 명시되었지만 독일 국방군의 과거는 장군총감에게 국방부장관의 군사 조언자 이상의 역할을 갖지 못하게 했다. 재통일 이후 진행된 꾸준한 병력감소와 파병이라는 현대적 임무, 새로 창설된 조직 등은 연방군의 상부 지휘구조 변화를 강하게 요구하였다. 이런 배경 하에 2005년 공포된 베를린 훈령은 장군총감의 권한 및 역할 확대를 추구하였다. 징병제 중지 이후 연방군이 더욱 감축된 가운데, 2012년 드레스덴 훈령은 장군총감에게 작전을 비롯한 더 많은 권한을 부여하였고, 결국 장군총감은 복무하는 모든 장병들 중에 선임자이자 상관으로 각 군 총장을 그 예하에 두었다. 본고는 국방부장관, 장군총감, 각 군 총감의 관계가 군 내외의 환경 변화에 따라 다양하게 정립될 수 있음을 보여줄 뿐 아니라 나아가 상황에서 따른 효과적인 상부 지휘구조에 대한 유익한 착안점을 제공한다. 현재 연방군은 냉전기의 서독 연방군 보다 그 규모는 작아졌지만 가장 효율적으로 작전을 전개하는 군대로 탈바꿈하였는데, 연방군의 이런 변화는 상부 지휘구조의 양상을 통해 알 수 있으며, 오늘날의 연방군 상부 지휘구조는 현대군의 대표적인 지휘구조 중 하나로 자리매김하고 있다.
Abstract
This study reveals that the Bundeswehr command structure has changed by reflecting its role and the situation of the times during the Cold War, after German Reunification and the suspension of the conscription system. This paper analyzes the Bundeswehr directives and various documents to examine the transition of the Bundeswehr upper command structure and provides beneficial implications for the military confronting the enemy, preparing for unification, and pursuing international activities such as dispatch and humanitarian assistance. The Bundeswehr, which has grown rapidly in quantity since its inception, laid the foundation for the upper command structure through the Blankeneser Directive in 1970. For the first time, the responsibilities of the Inspector General were specified. The modern missions of the Bundeswehr after German Reunification, as well as the advent of new organizations, strongly demanded a change in the upper command structure of the Bundeswehr. Against this background, the Berliner Directive, promulgated in 2005, sought to expand the roles of the Inspector General. After the suspension of the conscription system, the size of the Bundeswehr has been reduced. In 2012, the Dresnder Directive gave the Inspector General more authority, including the operational command. Now, the Bundeswehr has become smaller, but was transformed into the most efficient armed forces. Finally, This paper shows that the relationship between the Minister of Defense, the Inspector General, and the Inspector of Army·Navy·Air Force can be established in various ways depending on changes in the environment.
