본 연구는 2020년 한국예술영재교육원에서 시범 사업을 토대로 한 ‘예술영재육성 지역확대사업 운영 및 발전방안 연구’ 사업의 일환으로, 중장기 계획안을 제시한다. 전통예술, 음악, 무용, 융합예술 분야로 실행되는 이 사업은 영재교육의 양질화뿐 아니라 그에 있어서 수도권으로 집중되었던 지역적 불균형을 해소하고 21세기 융합영재상의 구축 및 육성을 추구한다는 점에서 기존의 교육과는 차별화된다. 이러한 맥락에서 지역별 수요를 먼저 파악하고, 시범 사업에서부터 점차적으로 도입되어야 한다고 주장하는 차원에서 연구, 실행, 협력, 보완점 수립으로 항목화한 중장기 계획 모형을 수립한다. 본 사업에서 이러한 중장기적 접근이 중요한 이유는 지역 교육의 지속가능성이라는 기본적인 기치 하에, 지역적 특성의 개별 적용, 교원 프로그램 개발 및 학술적 토대가 될 연구 병행, 그리고 여러 참여 주체와의 조화로운 협력이 동시에 균형 있게 이뤄져야 하기 때문이라고 강조한다.
Abstract
This study proposes mid to long term implementation and development plans based on a preliminary project, the Regional Expansion Program for the development of gifted art students, which was completed in 2020 at the Korean National Research Institute for the Gifted in Arts. This educational program offers four courses: Korean traditional dance, classical music, classical dance and intermedia arts. It aims to not only achieve the highest level of education but to also guarantee equal access across all regions and establish a baseline standard for what it means to be gifted in intermedia arts. In this regard, I first analyze the demands of arts education based on the data from Statistics Korea, then develop several mid to long term plans, and finally conclude that they must be carried out in stages. Mid to long term implementation and development plans play a decisive role in this project, with the goal of promoting sustainability in regional arts education, through varied application strategies, exceptional teacher training, theoretical research, and harmonious cooperation among all participating groups and individuals.
